May 21, 2007 (Regular Meeting) <br />Page 358 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 21, 2007 at <br />6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manger; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:33 p.m. <br />Boy Scout Troop 222 of Harrisburg United Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were: Brannon Broadwell <br />and Zac Fistick. <br />Chaplain Ric Durham of Hospice & Palliative Care of Cabarrus County <br />gave the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPONMOTION by Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of January 22, 2007 <br />(Regular Meeting); January 23, 2007 (Recessed Meeting); and February 5, 2007 <br />(Work Session) meeting as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION by Vice Chairman Juba, seconded by Commissioner White and <br />unanimously carried, the Board approved the Agenda with the following <br />changes: <br />Additions: Consent Item F-15 (Resolution of Support to Ask the NC <br />Senate to Work with the NC Department of Transportation to Approve Funds for <br />Turn Lane at Highway 601 and Flowes Store Road) ; and New Business Item G-9 <br />(Interlocal Agreement with the Town of Mt. Pleasant - Lease of Mt. Pleasant <br />Community Enrichment Center). <br />Deletion: New Business Item G-2 (Update on Merger of NorthEast Medical <br />Center and Carolinas Healthcare System). <br />Supplemental Information: Consent Items E-3 (Department of Social <br />Services - Reorganization of Legal Services) and F-12 (Water Extension <br />Agreement with Concord for Moss Drive Community); and New Business G-8 <br />(Presentation of the FY OB County Budget). <br />(C) RECOGNITIONS AND PRESENTATIONS <br />Morrison for 12 <br />went Commission <br />Dennis Testerman, Senior Resource Conservation Specialist, recognized <br />Ross (Kenny) M. Morrison for his twelve years of service on the Cabarrus <br />County Watershed Improvement Commission. <br />On behalf of the Board, Commissioner Privette presented a plaque to Mr. <br />Morrison in appreciation for his service to Cabarrus County and its citizens. <br />of Annual Report by the Cabarrus <br />Laurie Abounader, Aging Specialist with the Centralina Area Agency on <br />Aging, presented the Cabarrus County Nursing Home and Adult Care Home <br />Community Advisory Committees annual report for 2006. The report included <br />information on the committees' activities, accomplishments, goals, needs and <br />challenges; and the facilities strengths and challenges. She also <br />acknowledged the committee members in attendance. <br />(D) INFORMAL PUBLIC COMMENTS <br />
