May 21, 2007 (Regular Meeting) <br />Page 359 <br />Chairman Carruth opened the meeting for Informal Public Comment at 6:50 <br />p.m. He stated each speaker would be limited to three minutes. <br />Fred Wally, resident of 10800 Mooresville Road in Davidson, stated he <br />would be directly affected by House Bill 1205 if it passes. He reported the <br />bill was originally drafted to give Kannapolis special authority to annex <br />property owned by Keith Wayne of Wayne Brothers Concrete Company. He pointed <br />out the property is too far from the Kannapolis limits to be annexed under <br />the current state law and that Mr. Wayne has made three unsuccessful attempts <br />to get the property rezoned in 2006. If this bill passes, he said it will <br />allow the property to be annexed into the city therefore allowing Mr. Wayne <br />to move forward with his development plans. He said the bill was nothing <br />more than a special :favor to a developer by elected officials. Although <br />Kannapolis is going out of their way to help Mr. Wayne, he said the residents <br />of Fishertown have asked for a safe water and sewer system for years and have <br />been repeatedly ignored. In conclusion, he said it was time for all citizens <br />to be treated equally. <br />Bettye Cannon, resident of 5912 Charleston Avenue in Kannapolis, stated <br />she represents the Fishertown and Princeton Park Communities. She reiterated <br />the need for sewer services in Fishertown and asked if there have been <br />further discussions on the sanitary sewer issues since the last time she had <br />come before the Board ,and if so, what was the outcome. <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the Fishertown Sewer <br />Project on the agenda for the June 4, 2007 Work Session. <br />Harold Smith, resident of 196 Edinburg Drive in Kannapolis, stated he <br />was in favor of the North Carolina Research Campus but not of TIF financing. <br />He said the ResearchCampus and TIF Financing are two separate issues and <br />asked why parking decks and roads are being built when the County needs <br />schools, programs for the aging and social services. He encouraged <br />Commissioners to do the right thing. <br />(E) OLD BUSINE33 <br />(E-1) Construction Update - 3heriff'e Office 6 Detention Center <br />Scott Milligan with Turner Construction provided an update on the <br />progress of the Sheriff's Office and Detention Center construction project. <br />Highlights included the following: the Annex is on track for completion on <br />September 27, 2007 and the Administrative Building is on track for completion <br />on November 19, 2008. <br />Chairman Carruth scheduled a walk-through of the construction project <br />for June 9, 2007 at 3 p.m. <br />Mr. Milligan responded to several questions from the Board and <br />introduced Monty Taylor with Turner Construction who will oversee the <br />Administrative Building. <br />At 7:05 p.m., Chairman Carruth opened the meeting for public comments <br />on the Tax Increment Financing (TIF) for the North Carolina Research Campus. <br />Mr. Phil Kirk, Chairman Emeritus of the N.C. State Board of Education <br />and Vice President of External Relations at Catawba College, spoke for <br />approximately five minutes in support of TIE financing for the North Carolina <br />Research Campus. <br />Mr. Mathew Myer, Director of the North Carolina Biotechnical Network of <br />the North Carolina Community College System, spoke in support of TIF <br />financing for the North Carolina Research Campus. <br />Dr. Phil Dubois, Chancellor of UNC Charlotte, asked several UNC staff <br />members in attendance to introduce themselves and commented on what the North <br />Carolina Research Campus means to the North Carolina university system <br />collectively and for the universities individually. He also submitted a <br />letter from Erskine Bowles, President of The University of North Carolina, <br />which is hereby incorporated by reference. <br />The Honorable Jim Holshouser, former Governor of North Carolina, spoke <br />in support of TIF financing for the North Carolina Research Campus. <br />
