May 21, 2007 (Regular Meeting) <br />Page 369 <br />WHEREAS, the Cabarrus County Board of Commissioners desires to <br />encourage the expansion of quality industry and the creation of new jobs in <br />the County; and <br />WHEREAS, Baucom's Nursery, a North Carolina corporation with its <br />principal place of business in Mecklenburg County, is considering expanding <br />its operations by building a new location in Cabarrus County and investing <br />some $14.3 million in the project and creating 20 new jobs; and <br />WHEREAS, the expansion requires that a turn lane is added to Highway <br />601, at the intersection of Flowes Store Road, near the location of the <br />Baucom's Nursery project, and that the Department of Transportation (DOT) is <br />requesting that Baucbm's Nursery pay for this turn lane at a cost of <br />approximately $250,000.00; and <br />WHEREAS, the Board of Commissioners deem this project by Baucom's <br />Nursery to be very important to the economic development of Cabarrus County <br />and supports asking the North Carolina Senate to work with the North Carolina <br />Department of Transportation to approve funds to pay the cost of the turn <br />lane on Highway 601 at the intersection of Flowes Store Road. <br />NOW THEREFORE BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners by this resolution, hereby asks the North Carolina Senate to <br />work with the North Carolina Department of Transportation to approve funds to <br />pay the cost for the addition of the turn lane on Highway 601 and Flowes <br />Store Road. <br />Adopted this the 21s` day of May, 2007. <br />/s/ Robert W. CONSENT AGENDA FOR DISCUSSION <br />(F-2) 287 (g) Illegal Immigration Memorandum of Agreement (MOA) <br />Commissioner Privette commended Sheriff Riley for initiating the 287 (g) <br />program in Cabarrus County and commented on the success Sheriff Pendergrass <br />has had with this program in Mecklenburg County. He also said he is very <br />proud of Sheriff Riley and his foresight to use this tool to control illegal <br />immigration in Cabarrus County. <br />UPON MOTION by Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the 287 (g) Memorandum of <br />Agreement between Cabarrus County Sheriff's Office and the U.S. Immigration <br />and Customs Enforcement (ICE), a component of the Department of Homeland <br />Security. <br />_(G) NEW HUSINES3 <br />Steve Langer, ..Assistant Fire Marshal, reported the County Fire <br />Marshal's office has worked for the past year-and-a-half to redraw the fire <br />insurance districts so the County fire departments would be in compliance <br />with North Carolina Department of Insurance requirements. He said the maps <br />and proposed changes have been reviewed and approved by the State. He asked <br />that a public hearing be held on the proposed changes to the fire districts <br />and that the new districts be approved as shown on the maps that were <br />included in the Board's agenda packets. <br />Mr. Langer responded to questions from the Board. <br />At 8:29 p.m., Chairman Carruth opened the public hearing on the <br />proposed changes to the fire district boundaries. The Public Hearing Notice <br />was published on April 25, 2007, in THE INDEPENDENT TRIBUNE and on May 3, <br />2007, in THE CHARLOTTE OBSERVER (Cabarrus Neighbors). <br />There was no one present to address the Board; therefore, Chairman <br />Carruth closed the public hearing. <br />
