May 21, 2007 (Regular Meeting) <br />Page 371 <br />There was a brief discussion on scheduling a meeting to consider the <br />use of TIF or COPs for the NCRC. It was decided that a meeting would be <br />scheduled at a later date. <br />Chairman Carruth asked Board members to forward any questions or <br />concepts related to the interlocal agreement to the County Manager and for <br />the County Manager to prepare a full analysis on the use of COPS as a funding <br />mechanism for the NCRC. <br />Reaeea of Meeting <br />The Board took a recess at 9:22 p.m. Chairman Carruth reconvened the <br />meeting at 9:92 p.m. <br />(G-4) Presentation of June 2006 &inanoial Statements for Piedmont Area <br />Mental Health, Developmental Disabilities and Substance Abuse Authority and <br />Piedmont Behavioral Healthcare (PBH) 2007 Local Business Plan <br />Pam Shipman, Aeting Director of Piedmont Behavioral Healthcare (PBH) <br />introduced herself and Niels Eskelsen, PBH Director of Administration. She <br />provided a brief overview of PBH, the Local Business Plan and highlighted <br />some of the agency's accomplishments. Afterwards, she stated her and Mr. <br />Eskelsen's availability to respond to questions that the Board may have on <br />the audit and the plan. <br />Chairman Carruth spoke highly of PBH and Ms. Shipman responded to a <br />brief question from the Board. <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the 2007 Local Business Plan for <br />Piedmont Behavioral Healthcare as presented. <br />(G-5) Presentation of the Proposed 2007-2008 Secondary Roads Construction <br />Program for Cabarrus County <br />Ritchie Hearne, P.E., District Engineer, presented the following <br />secondary road program on behalf of the North Carolina Department of <br />Transportation for paving and other improvements to rural and subdivision <br />roads in Cabarrus County. <br />North Carolina Department of Transportation <br />Secondary Roads Construction Program <br />Cabarrus County <br />FY 06-07 Estimated Balance FY 07-OB Projected Allocation <br />Highway Fund $ 397,085 Highway Fund $ 741,851 <br />Trust Fund $ 613,165 Highway Fund (>$68.6M) $ 92,976 <br />Total $1,010,250 Trust Fund $ 449,313 <br />Total $1,279,190 <br />I.
