<br />WHEREAS, representatives of the Department of Transportation in
<br />accordance with North Carolina General Statute 136-94.8 met with the Board of
<br />County Commissioners at a regular meeting of the Board on May 21, 2007, at
<br />6:30 p.m. in the Commissioners' Meeting Room at the Cabarrus County
<br />Governmental Center in Concord, North Carolina, in order to present to and
<br />discuss with the Board and other citizens present the proposed 2007-2006
<br />Secondary roads Program; and
<br />WHEREAS, North Carolina General Statute 136-94.8 provides that the
<br />Board of County Commissioners, after the presentation and discussion of the
<br />annual Secondary Road Program, may concur with the program as proposed.
<br />NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board of
<br />Commissioners that said Board does concur with the 2007-2008 Secondary Roads
<br />Construction Program as presented by the North Carolina Department of
<br />Transportation and does recommend that the board of Transportation adopt the
<br />proposed program for Cabarrus County.

<br />(G-6) New Northwest Area High School - Land Purohaa® S Installment Financing
<br />Pam Dubois, Deputy County Manager, reported this request includes the
<br />purchase of land and to pre-fund some of the architect, engineering and site
<br />work prior to the financing that will take place in the fall for the actual
<br />construction of the high school. She said once the debt instrument is
<br />determined, the installment financing will be rolled into Certificates of
<br />Participation (COPS) or General Obligation bonds. She also identified the
<br />actual cost per acre for the land and asked to have the Financing Resolution
<br />revised to $8.5 million.
<br />UPON MOTION by Commissioner Privette, seconded by Commissioner White
<br />and unanimously carried, the Board approved land purchase for the New
<br />Northwest Area High School; adopted the budget amendment; adopted Financing
<br />Resolution including authorization for the County Manager and the Deputy
<br />County Manager to proceed with the necessary steps required by the Local
<br />Government Commission to issue an Installment Financing up to $8,500,000 and
<br />scheduled a public hearing for June 18, 2007.

<br />The Board of Commissioners for the County of Cabarrus, North Carolina,

<br />WHEREAS, the Board of Commissioners desires to undertake a proposed
<br />plan of financing in an aggregate principal amount of up to $8,500,000, which
