June 9, 2007 (Work Session) Page 396 <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner White and <br />unanimously carried, the Board voted to place the Text Amendment Change <br />C2007-05-ZT Appendix A, Typical Street Standards on the June 18, 2007 Agenda <br />as a New Business item and scheduled a public hearing. <br />Sewer Uae Ordinance - Water and Sewer Authority of Cabarrus County (WSACC) <br />Jonathan Marshall, Commerce Director, reported the second article of <br />Chapter 76 of the Cabarrus County Code of Ordinances, addresses the Sewer Use <br />Ordinance which is part of the pre-treatment agreement between WSACC and <br />Cabarrus County. He stated Lynn Bishop, WSACC Operations Director, sent a ' <br />letter explaining the purpose of the Sewer Use Ordinance as follows: "...the <br />purpose is to provide WSACC with the legal authority to implement the pre- <br />treatment program to protect the wastewater treatment plant workers public <br />service waters and sludge." Mr. Marshall said the ordinance is the <br />enforcement tool used to make sure pre-treatment and transmission of sewage <br />is done properly and it also gives WSACC the authority to enforce those <br />provisions from a legal standpoint. Finally, he reported this is an <br />amendment to an existing ordinance and since it was in our code of <br />ordinances, a public hearing should be held. <br />There was a brief discussion on whether or not to hold a public <br />hearing. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the amendment to the Sewer Use <br />Ordinance on the June'18, 2007 Agenda as a New Business item and scheduled a <br />public hearing. <br />Cabarrus County Human Services Building and Daymark Recovery Servioea, Inc. - <br />Subleaee Agreement <br />Mike Downs, Deputy County Manager, reported Daymark's current lease <br />expired on May 31, 2007. He presented a 13-month sublease agreement for <br />Daymark and stated the County's intent to occupy the space on July 1, 2008. <br />He further reported the Department of Social Service will occupy the 16,000 <br />sq. ft. space which will prolong the need to construct a new Human Services ' <br />building for several- years. In addition, he reported on the possible <br />reduction of funds budgeted for an upfit to the current DSS lobby to <br />eliminate overcrowding and appease the Fire Marshal. <br />After a general discussion on the duration of the lease, the Board <br />generally agreed to extend the lease to December 31, 2007 unless Daymark <br />could vacate the premises sooner. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the Sublease Agreement for the <br />Cabarrus County Human Services Building and Daymark Recovery Services, Inc., <br />on the June 18, 2007 Agenda as a New Business item. Further, the Board asked <br />Mr. Downs to report back on the lease agreement. <br />North Carolina (Cabarrus County) Special Olympics - Service Agreement <br />Mike Downs, Deputy County Manager, presented the proposed changes to <br />Section 4 (Compensation) of the Service Agreement for North CarolinaSpecial <br />Olympics in Cabarrus County. He reported the changes address requests for <br />additional funding and failure to get the 2005 Service Agreement executed. In <br />closing, he also reviewed the County's past involvement with Special <br />Olympics. <br />UPON MOTION of Commission Mynatt, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the Special Olympics Service <br />Agreement o n the June 18, 2007 Agenda as a Consent item. <br /> <br />Additional <br />Items for the <br />Agenda ' <br />John Day, County Manager, distri buted and reviewed the list of <br />additional items for the agenda. <br />Chairman Carruth suggested the monthly verbal reports from Scott <br />Milligan with Turner Construction be discontinued and recommended Board <br />members tour the Sheriff's Office and Detention Center construction site <br />every other month, beginning in August; the Board agreed. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner White and <br />unanimously carried, the Board approved the list of additional items for the <br />
