<br />municipal, and agricultural waste and certain characteristics of
<br />wastewater (e.g., pH, temperature, TSS, turbidity, color, BOD, COD,
<br />toxicity, or odor).
<br />(90) Pollutant of Concern (POC). Any pollutant which might reasonably be
<br />expected to be discharged to the POTW in quantities which could
<br />pass through or interfere with the POTW contaminate the sludge or
<br />Zeopardize any POTW worker's health and/or safety
<br />(41) POTW Treatment Plant. ~,^'~a6 The portion of the POTW
<br />designed to provide treatment to wastewater.
<br />(92) Pretreatment or Treatment. ^`-'a„ The reduction of the amount
<br />of pollutants, the elimination of pollutants, or the alteration of
<br />the nature of pollutant properties in wastewater to a less harmful
<br />state prior to or in lieu of discharging or otherwise introducing
<br />such pollutants into a POTW. The reduction or alteration can be
<br />obtained by physical, chemical a-t~ or biological processes, or
<br />process changes or other means, except by diluting the
<br />concentration of the pollutants unless allowed by an applicable
<br />pretreatment standard.
<br />(93) Pretreatment Program. ^`-~.ea=. The program for the control of
<br />pollutants introduced into the POTW from non-domestic sources
<br />which was developed by WSACC in compliance with 90 CFR, 403.8 and
<br />approved by the State as authorized by N.C.G.S. 193-215.3(a)(19) in
<br />accordance with 90 CFR 903.11.
<br />(99) Pretreatment Requirements. ^'--~-~e~ Any substantive or procedural
<br />requirement related to pretreatment, other than a pretreatment
<br />standard.
<br />(45) Pretreatment Standards or Standards. ^'~-~~ prohibited
<br />discharge standards, categorical pretreatment standards, and local
<br />limits.
<br />(96) Prooeee Wastewater. eha~-[aea,=, Any water which, during
<br />manufacturing or processing, comes 6nto direct contact with or
<br />results from the production of or use of any raw material,
<br />intermediate product, finished product, byproduct, or waste
<br />product.
<br />(97) Properly Shredded Garbage. shams-exean The wastes from the
<br />preparation, cooking and dispensing of food that have been shredded
<br />to such degree that all particles will be carried freely under the
<br />flow conditions normally prevailing in public sewers, with no
<br />particle greater than one-half inch in any dimension.
<br />(48) Publicly Owned Treatment Works (POTW). -'~-a,i A treatment works
<br />(or a combination thereof), as defined by Section 212 of the Act,
<br />(33 U.S.C. 1292) which is owned in this instance by WSACC. This
<br />definition includes any devices or systems used in the collection,
<br />storage, treatment, recycling, and reclamation of municipal sewage
<br />or industrial wastes of a liquid nature. It also includes sewers,
<br />pipes, and other conveyances ^-_1__° t.`.c1 which convey wastewater
<br />to the POTW treatment plant, plant and sewer maintenance personnel
<br />and microorganisms associated with the treatment process itself
<br />For the purposes of this ordinance, "POTW" shall also include any
<br />sewers that convey wastewaters to the POTW from persons outside
<br />WSACC who are, by contract or agreement with WSACC, or in any other
<br />way, users of WSACC's POTW.
<br />(49) Pump and Haul Waste. Excess sludge from domestic septic tank
<br />systems, biological treatment plants with an NPDES permit and/or
<br />wastewater from portable sanitary privies including domestic
<br />sewage and/or industrial waste.
<br />(50) Receiving Water. The specific waters of the State receiving the
<br />effluent discharged from the POTW treatment plant.
