June 18, 2007 (Regular Meeting) Page 455 4.9 Permit Duration, Modification, Transfer, Reissuance (a) Permits Duration Permits shall be issued for a specified time period not to exceed five (5) years. A permit may be issued for a period less than a one (1) year or may be stated to expire on a specific date. (b) Permit Modification (1) Modifications of permits shall be subject to the same procedural requirements as the issuance of permits except as listed below. .~-off.::. (A~) changes i n the ownership of the discharge when no other change in the permit is indicated; (Big) a single modification of any compliance schedule not in excess of four months; and (C~)modification of compliance schedules (construction schedules) in permits for new sources where the new source will not begin to discharge until control facilities are operational; (D) modifications of the monitorin ro ram contained in the ep rmit; (E) to incor orate an new or revised Federal, State or local pretreatment standards or requirements; (F) to address si nificant alterations or additions to the user's o eration, rocesses, or wastewater volume or character since the time of wastewater discharge permit issuance; ' (G) a than e in the POTW that requires either a tem orar or ermanent reduction or elimination of the authorized discharge; (H) information indicatin that the permitted dischar e oses a threat to the POTW, the POTW personnel, or the receiving waters; (I) violation of an terms or conditions of the wastewater discharge permit;
