He also asked the Board to authorize the County Manager to sign the <br />annexation petition to prevent possible delays. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimous carried, the Board voted to place the voluntary annexation of the <br />new high school on Cox Mill Road on the July 23, 2007 Agenda as a Consent <br />item. <br />Rural Operating Assistance Program (ROAP) Public Hearing FY 07-OS <br />Randy Bass, Transportation Director, requested a public hearing be held <br />on the FY 07-08 Rural Operating Assistance Program (ROAP) grant application <br />which includes the Elderly and Disabled Transportation Assistance Program <br />(EDTAP), the Work First Program and the Rural General Purpose (RGP) Program. <br />He said the State has granted Cabarrus County $120,000.00 for EDTAP; <br />$15,000.00 for the Work First Program and $74,000.00 for the RGP Program. <br />Finally, he reported a public hearing is required to receive input from the <br />citizens on this grant application. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the Rural Operating <br />Assistance Program (ROAP) grant application on the July 23, 2007 Agenda as a <br />New Business item and scheduled a public hearing for 6:30 p.m. <br />Park Land Donated by Mra. Mary Lore Flows Hrown (W.W. Flows Trust) <br />Steve Little, Parks and Recreation Director, provided a general <br />historical overview of the donation of approximately 126 acres of park land <br />by the W.W. Flows Trust and Mrs. Mary Lore Flows Brown. He reported Sam <br />Davis, attorney with Hartsell & Williams, PA, prepared the legal documents. <br />Commissioner White, an attorney with Hartsell & Williams, PA, MOVED to <br />recuse himself from the vote. Commissioner Privette seconded the motion. <br />The MOTION unanimously carried. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Juba with <br />Chairman Carruth, Vice Chairman Juba and Commissioners Mynatt and Privette <br />voting for and Commissioner White abstaining, the Board voted to place the <br />resolution accepting park land donated by Mrs. Mary Lore Flows Brown (W.W. <br />Flows Trust) on the July 23, 2007 Agenda as a New Business item. <br />Emergency Medical 3ervicae (EMS) - Transport Mileage Fee Increase <br />David Hampton, Emergency Medical Services, reported EMS is not charging <br />enough on its loaded miles to receive the maximum reimbursement from <br />Medicare. He presented a proposal to increase the loaded mile fee to $6.50 <br />per mile so EMS can recoup $6.25 which is the maximum allowed by Medicare. <br />Mr. Hampton responded to questions from the Board. <br />UPON MOTION by Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the proposal to increase the <br />EMS transport mileage fee on the July 23, 2007 Agenda as a Consent item. <br />Resolution of Appreciation For Phillip Morrie - Commissioner Mynatt <br />Commissioner Mynatt suggested the Board compose a resolution of <br />appreciation for Phillip Morris. <br />There was a general discussion on the timing of the proposed <br />resolution. <br />After discussion, the Board generally agreed that Chairman Carruth and <br />Commissioner Mynatt will craft a resolution for Board to review. <br />Request from J. Archie Smith for a Refund of Rezonin Appeal Feea - <br />Commiseioner Privette <br />Commissioner Privette read a letter from Mr. J. Archie Smith, Jr. <br />requesting a refund of $1,003.00 for rezoning appeal fees paid by the Smith <br />family. He MOVED to place the refund request on the July agenda. <br />John Day, County Manager, reported the refund request was forwarded to <br />the Cabarrus Planning and Zoning Commission some time agofor consideration <br />
