July 2, 2007 (Work Session) Page 487 <br />and came back with the following recommendations: (1) to send individual <br />letters to affected property owners in addition to running a newspaper <br />advertisement; and (2) to not establish a refund policy. He further reported <br />the Board approved both recommendations; the Board declined to take action on <br />the refund request; the Commerce Director was asked to draft a response to <br />Mr. Smith outlining the actions of the Planning Commission and County <br />Commissioners; but since another request was received from the property <br />owner, the Board can take some action, if it chooses to do so. <br />Commissioner Mynatt seconded the motion. The MOTION failed with <br />Commissioner Mynatt and Privette voting for and Chairman Carruth, Vice <br />Chairman Juba and Commissioner White voting against. <br />Recess of Meetin <br />Chairman Carruth called for a short recess at 9:99 p.m. The meeting <br />reconvened at 5:01 p.m. <br />NCRC TIF Project List <br />Mike Legq, Kannapolis City Manager, reviewed the TIE Project list. <br />Nate Dolittle of Land Design, was also present. L. Brown wing addition, Fishertown <br />sewer project, Senior Center, Library, and a new Northwest area high school <br />science wing. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the TIF Project List on the <br />July 23, 2007 Agenda as a New Business item. <br />Solid Waste Franchise Acreement - Contract Renewal Update <br />Pam Dubois, Deputy County Manager, presented information on the <br />modifications to the Solid Waste Franchise Agreement, which is up for renewal <br />at the end of the year.
