July 23, 2007 (Regular Meeting) <br />Page 991 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Historic Courthouse Theatre in Concord, North Carolina on <br />Monday, July 23, 2007, at 6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace Mynatt <br />H. Jay White, Sr. <br />Absent - Commissioner: Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br />Chairman Carruth <br />Commissioner Privette. <br />that are not related to <br />is being held in the ne <br />to ongoing renovations <br />Governmental Center. <br />stated the Board will not discuss the arrest of <br />He asked citizens to refrain from making comments <br />County business. Miller, <br />Jonathan Bright, Skylar Pierre, & Assistant Scout Leader Brad Stein. <br />Reverend Darrell Coble of Parkwood Baptist Church gave the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner White and <br />unanimously carried, the Board approved the minutes of March 8, 2007 (Special <br />Meeting); March 12, 2007 (Work Session); and March 26, 2007 (Regular Meeting) <br />as written. <br />(H) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner White and <br />unanimously carried, the Board approved the Agenda with the following <br />changes: <br />Addition: Recognitions & Presentations Item C-7 (Recognition of Turner <br />Construction for Acceptance into the Building STAR Safety Program by the N.C. <br />Department of Labor). <br />Supplemental Information: New Business Item G-5 (Installment Financing <br />Bank Bids for High School Facilities (Revised Resolution) and Reports Item I- <br />1 (Finance Department - A Report on New Accounting Procedures for Other Post <br />Employment Benefits) (OPEB). <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Recognition of Ed Phillips & Eric Hartsell of the Allen Volunteer Fire <br />Department for Services Rendered to Cabarrus County EMS Personnel During Race <br />Weeks <br />David Hampton, EMS Director, reported for the past several years, Ed <br />Phillips and Eric Hartsell have provided chef services to County EMS and Law <br />Enforcement agencies, working at Lowe's Motor Speedway. The services <br />provided have proven to be a great help in assuring personnel are well fed <br />while working extremely long hours. He further reported Mr. Phillips and Mr. <br />Hartsell have unselfishly provided their own equipment and time to carry out <br />this mission, without cost to the County. <br />Mr. Hampton presented plaques to Ed Phillips & Eric Hartsell as a token <br />of appreciation. <br />(C-2) Recognition of Steve Little on Hia Retirement from Cabarrus County <br />Mike Downs, Deputy County Manager, recognized Steve Little, Director of <br />Parks and Recreation, on his retirement from Cabarrus County after 30 years <br />of service, he also highlighted several of Mr. Little's accomplishments <br />during his career. <br />
