July 23, 2007 (Regular Meeting) <br />Page 501 <br />(F-9) Emergency Medical Services (EMS) - Transport Mileage Fee Increase <br />It has come to our attention that EMS is not able to claim the maximum <br />amount of reimbursement available to the County for Medicare and Medicaid <br />transport mileage due to our current rate of $5.00 per loaded mile. It is <br />recommended that the rate be increased to $6.50 per loaded mile effective <br />August 1, 2007, to maximize the County's reimbursements. The loaded mile <br />charge is applied in addition to the rates for various transport levels, <br />which will all remain at the current rates. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved an increase in the EMS transport <br />mileage fee to $6.50 per mile effective August 1, 2007. <br />(F-10) Register of Deeds - Approval of Contract Logan Systems for Backfile <br />Conversion Services <br />The contract with Logan Systems totaling $189,981.00 is for backfile <br />conversion services of land records from 1792 to 1982 for the Register of <br />Deeds office and includes a 2-year deferred payment plan. Although the <br />conversion services will be completed within one year, $184.981.00 of <br />Automation & Enhancement Preservation funds will be used to make a payment of <br />$92,990.50 in FY 07/08 and one in FY 08/09. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the contract between Cabarrus County <br />and Logan Systems in the amount of $184,981.00, including a deferred payment <br />schedule and authorized the County Manager to execute the contract, subject <br />to review by the County Attorney. <br />(G) NEW BUSINESS <br />(G-1) Edward Byrne Justice Assistance Grant - Public Hearing - 6:30 p.m. <br />Captain Phil Patterson, Cabarrus County Sheriff's Department, reported <br />the Cabarrus County Sheriff's Department and the Concord and Kannapolis <br />Police Departments plan to submit a Justice Administration Grant (JAG) in the <br />amount of $38,796.00 to purchase a NarTest Drug Identification System (NTX <br />2000) that can identify trace amounts of heroin, cocaine, methamphetamine, <br />and marijuana in minutes using special fluorescent signatures. He said each <br />test takes about 20 minutes to complete compared to sending samples to the <br />state lab which takes at least one week or longer to process. He said the <br />Department of Justice requires a public hearing to be held before the <br />application can be accepted. <br />Captain Patterson responded to several questions from the Boardon <br />maintenance, accuracy of results, etc. <br />At 6:03 p.m., Chairman Carruth opened the public hearing on the JAG <br />grant application. The Public Hearing Notice was published on July 11 and <br />18, 2007 in THE INDEPENDENT TRIBUNE. <br />There was no one present to address the Board; therefore, Chairman <br />Carruth closed the public hearing. <br />Lastly, Captain Patterson reported a Mutual Aid Agreement between <br />Cabarrus County and the municipalities will need to be executed. <br />Assistance Program (ROAD) FY 07-08 - Public Hearing - <br />Randy Bass, Transportation Director, reported a Rural Operating <br />Assistance Program (ROAP) grant request of $210,699.00 will be submitted to <br />the NC Department of Transportation includes funding for the following <br />programs: the Elderly & Disabled Transportation Assistance Program (EDTAP) - <br />$120,622.00; Work First Program - $15,132.00; and the Rural General Purpose <br />(RGP) Program - $79,903.00. <br />At 8:05 p.m., Chairman Carruth opened the public hearing on the Rural <br />Operating Assistance Program (ROAP) grant application. The Public Hearing <br />Notice was published on July 12, 2007 in THE INDEPENDENT TRIBUNE. <br />Jerry Williamson, of 92 Marsh Avenue in Concord, stated grant funds <br />ultimately come out of the taxpayers' pockets. He identified several taxes <br />paid by citizens and said just because the State hands out money, it does not <br />mean the County has to ask for it. He said the taxpayers are overburdened <br />
