August 20, 2007 (Regular Meeting) Page 517 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, August 20, 2007, at <br />6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br />A co-ed Scout Troop from Cold Springs United Methodist Church conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: Cassie <br />Honeycutt, Meredith Stewart, Anthony Store, Luke Fearrinqton, and Andrew <br />Stewart. <br />Reverend Eorbis Kivett of Kannapolis First Wesleyan Church gave the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board approved the minutes of March 29, 2007 (Joint <br />Meeting with Midland), April 2, 2007 (Work Session), April 16, 2007 (Regular <br />Meeting), April 19, 2007 (Meeting with Legislators), and April 30, 2007 <br />(Joint Meeting with Cabarrus County Schools) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the Agenda with the following <br />additions & supplemental information: <br />Additions: Recognitions and Presentations Item C-2 (2007 Cabarrus <br />County Fair - Update and Presentation / Marvin Bost); Recognitions and <br />Presentations Item C-3 (Recognition of Vice Chairman Juba on Award from North <br />Carolina Association of County Commissioners); Closed Session Item L-1 <br />(Closed Session to Consult with the Attorney to Preserve the Attorney-Client <br />Privilege and to Discuss Threatened or Pending Litigation; and to Consider a <br />Personnel Matter(s) as Authorized by NCGS 193-318.11(a)(3)(6); and Closed <br />Session Item L-2 {Closed Session to Discuss Matters Relating to the Location <br />or Expansion of Industries or Other Businesses in the Area Served by the <br />Public Body as Authorized by NCGS 193-318.11(a)(9)}. <br />Supplemental Information: Public Hearing Notices for Items: G-1 (Text <br />Amendment C2007-10-ST Appendix A, Typical Street Standards) and G-2 (Updated <br />Draft Language for Adequate Public Facilities Ordinance (APFO) based on <br />Stakeholder Committee Meeting Input). <br />(C) RECOGNITIONS AND PRESENTATIONS <br />tion of <br />to <br />Chairman Carruth recognized Sheriff Brad Riley for his appointment to <br />the Board of Directors for the National Sheriff's Association at a ceremony <br />held in Salt Lake City, Utah. He also recognized Sheriff Riley for being <br />elected President of the North Carolina Sheriff's Association in July of <br />2006. Chairman Carruth stated Cabarrus County has the best sheriff in the <br />State of North Carolina and that the County is blessed to have someone of his <br />caliber. <br />Sheriff Riley expressed appreciation for the recognition. <br />(C-2) 2007 Cabarrus County Fair - Update and Presentation <br />His <br />Chairman Carruth recognized Marvin Bost who reported the Cabarrus <br />County Fair will host the lsr Annual Cabarrus County Fair Horse Pull on <br />Friday, September 7t" at 7 p.m. He presented Board members with commemorative <br />
