(C-3) Presentation o~ Plaque to Vioe Chairman Juba for Her Service ae Chair of the NCACC Criminal Justice Committee Chairman Carruth presented a plaque to Vice Chairman Juba from the North Carolina Association of County Commissioners (NCACC) for her service as an ex-efficio member of the NCACC Board of Directors and Chairman of the NCACC Criminal Justice Committee. (D) INFORMAL PUBLIC COMMENTS Chairman Carruth opened the meeting for Informal Public Comments at 6:92 p.m. He stated each speaker would be limited to 3 minutes. Dan McDonald, resident of 159 Union Street South in Concord, stated he is very disappointed that a compromise on the jail has not been reached. He also said he hopes the process will continue and the spirit of compromise and cooperation will be kept alive. Price Crutchfield, resident of 592 Love Street in Concord, stated he heard rumors around town about the Sheriff's Department and the public has a right to know the truth. He also commented on accountability in the public sector. Troy Barnhardt, resident of 8501 East Franklin Street in Mt. Pleasant, and member of Juvenile Crime Prevention Council, stated the need for adequate jail facilities to house prisoners so they do not end up back on the streets because of lack of space. He asked the Board to move forward with the jail as planned. Marilyn Barnhardt, resident of 5800 Walbash Lane in Concord, commented on housing densities and frequently seeing dead animals on the roads. She was in favor of the County restricting the number of homes built to be two per acre. She also spoke in favor of year-round water restrictions to address the ongoing drought. Larry Marlow, resident of 669 Odell School Road in Concord, thanked the County Manager and his staff for replacing the pads in the seats of the County Commissioners' Meeting Room. There was no one else to address the Board; therefore, Chairman Carruth closed that portion of the meeting. OLD BUSINESS None. (F) CONSENT AGENDA (F-1) Tax Administration - Refund and Release Reports - July 2007 UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette and unanimously carried, the Board approved the July 2007 Release-Refund report as submitted and granted authority to the Tax Collector to process the refunds and releases.
