August 23, 2007 (Recessed Meeting) <br />Page 534 <br />The Board of Commissioners for Cabarrus County met in recessed session <br />with the Cabarrus County Board of Education at the Cabarrus County Schools <br />Administration Building in Concord, North Carolina, on Tuesday, August 23, <br />2007 at 6 p.m. <br />Present - Chairman: Robert W. Carruth <br />Commissioners: Grace M. Mynatt <br />H. Jay White, Sr. <br />Absent - Vice Chairman: Joni D. Juba <br />Commissioner: Coy C. Privette <br />Also present were John Day, County Manager; Mike Downs, Deputy County <br />Manager and Lori Hinson, Deputy Clerk to the Board. <br />The following members of the Cabarrus County Board of Education were <br />also present: Dr. Harold Winkler, Superintendent; Liz Poole, Chairman; Holly <br />Blackwelder, Vice Chairman and School Board members: Carolyn Carpenter, <br />Cindy Fertenbaugh, Andrea Palo, Lynn Shue, and Wayne Williams. Jeanette <br />Trexler, Director of Public Relations and Sam Masters, Director of <br />Construction Projects were also present. <br />Call to Order <br />Chairman Carruth called the meeting to order at 6:11 p.m. <br />Presentation of Blue Ribbon Committee Proposal <br />Dr. Harold Winkler, Superintendent of Cabarrus County Schools, and John <br />Day, County Manager, presented the following proposal for the establishment <br />of a Blue Ribbon Committee including the goals, proposed members and charge <br />to the Committee <br />Goal: To identify possible cost savings areas for school construction and <br />develop a list of critical school construction projects to meet demands for <br />classroom space. This should be done in conjunction with consideration of <br />the life cycle cost of items and durability of products [i.e., cheaper first <br />cost may not be the cheapest overall cost due to increased repair/maintenance <br />costs and shorter life span of products]. <br />Proposed List of Blue Ribbon Committee Members: <br />Tim Lowder, W. K. Dickson, Inc. <br />Gary Embler, Niblock Homes <br />Alice Steele-Robinson, retired educator <br />John Morrison, Morrison Lumber Company <br />Jeff Joyce, First Charter Bank <br />Rick Price, The Cardigan Company <br />Vernon Russell, Attorney <br />Staff support will be appointed by the County Manager and the Superintendent <br />for the Blue Ribbon Committee. <br />Charge to Committee Members: <br />• Review and make recommendations on the proposed critical construction <br />project list. <br />• Consider what community uses of school facilities after school hours <br />are appropriate. <br />• Consider siting and construction guidelines (CMS document as starting <br />point). <br />• Consider shared use of major athletic facilities. <br />• Consider financing options. <br />• Consider cloned schools to reduce design fees. <br />• Consider multiple schools on single site - share facilities <br />• Consider multi-story schools to reduce building footprint (Land Costs) <br />and roof replacement costs. <br />• ~ Consider more energy efficient designs and green construction methods <br />and products <br />• Consider alternative school schedules such as year round and double <br />shifts <br />Dr. Winkler and Mr. Day emphasized the proposed list was an initial <br />start toward getting the Committee organized. Mr. Day stated changes could <br />be made to the proposal and encouraged both Boards to give feedback and add <br />additional names for possible membership to the Committee. <br />
