September 4, 2007 (Work Session) <br />Ware Bonsall Contract Amendment #11 <br />Page 540 <br />Glenn Ware of Ware Bonsall Architects reviewed Contract Amendment No. <br />11 totaling $75,600.00 for redesign of the jail housing building as a result <br />of the conditional use process with the City of Concord. He reported the <br />housing unit was originally designed using precast concrete modules with an <br />exterior stain to reduce the cost of the project. He said the design was <br />submitted to the City for review, but the firm was not allowed to meet with <br />City review staff because of the ongoing appeal process. After the six-month <br />appeal process was completed, he said the City placed new conditions on the <br />exterior of the building to give it more depth and included the use of brick, <br />spandrel windows, etc. He identified the plans, drawings and systems that <br />had to be changed to reflect the new conditions that were not part of the <br />original design. <br />Mr. Ware and John D. Day, the County Manager, responded to a variety of <br />questions from the Board on the amendment, the redesign, renderings, etc. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place Ware Bonsall Contract Amendment <br />No. 11 on the September 17, 2007 Agenda as a New Business item. <br />of Service Agreement with Cabarrus County Schools for the Provision <br />Loretta Lee, Budget and Performance Manager, reported since 1996 the <br />Sheriff's Department has provided school resource officers to Cabarrus County <br />Schools without a formal agreement, even though the reimbursement from <br />Cabarrus County Board of Education has remained the same while the number of <br />officers has increased. She further reported it was determined that Cabarrus <br />County Schools receives an allocation from the State for high school resource <br />officers, but not for middle school resource officers. Through a new service <br />agreement, she proposed to bill the school system for the actual amount that <br />can be received from the State and show the middle school resource officers <br />as "in kind" service provided by the County. <br />There was a general discussion on the provision of resource officers in <br />municipalities and staff responded to a variety of questions from the Board. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried the Board voted to place the Service Agreement with <br />Cabarrus County Schools for the provision of school resource officers on the <br />September 17, 2007 Agenda as a Consent item. <br />- LunchPlus Club Nutrition Program - Award of <br />Pam Dubois, Deputy County Manager, presented a request to award a bid <br />and contract for catering services to Varsity Barbeque for the provision of <br />meals to senior citizens through the LunchPlus Club Nutrition Program <br />administered through the Department of Aging. She reported the catering <br />contract was put out to bid because Canteen Vending Services, the Program's <br />previous caterer, requested a 57 cent per meal increase (a total of $3.98 per <br />meal) which equated to a 17 percent increase over last year's cost. Varsity <br />Barbeque, the only other bidder, submitted a bid of $3.60 per meal which is <br />19 cents higher or 6 percent higher than last year's cost. She also pointed <br />out $6,000.00 in additional cost would be offset by decreased program <br />participation at the Kannapolis location, which recently relocated from the <br />Cannon Memorial YMCA to the Lane Street Church of God. <br />Ms. Dubois responded to questions from the Board. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the bid and contract award <br />for the LunchPlus Club Nutrition Program on the September 17, 2007 Agenda as <br />a Consent item. <br />Cabarrus County Construction Demolition and Landfill Scale House Project - <br />Award of Bid and Contract to Ponder & Company Inc. and Adoption of Related <br />Rick Payne, Solid Waste Manager, requested a bid and contract totaling <br />$503,956.00 be awarded to Ponder & Company, Inc., for construction of the new <br />scale house project. He reported the project includes extra costs for a <br />metal roof on the building, new scales, a surveillance camera to view <br />
