September 4, 2007 (Work Session) Page 541 <br />incoming loads for containments, for security purposes and the abandonment of <br />an old well. <br />Pam Dubois, Deputy County Manager, spoke at length on the project's <br />budget and the layout of the facilities. She pointed out the current design <br />will improve the use of the facility long term, increase security and safety. <br />County staff responded to questions from the Board concerning finishing <br />the project on time, penalties, start date, square footage of the new <br />building, subcontractors, etc. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board voted to place the award of bid and <br />contract to Ponder & Company, Inca and adoption of the related budget <br />amendment for the Cabarrus County Construction, Demolition and Landfill Scale <br />House Project on the September 17, 2007 Agenda as a Consent item. <br />Recess of Meeting <br />The Board took a short recess at 5:17 p.m. Chairman Carruth reconvened <br />the meeting at 5:36 p.m. <br />Update on Projects &'unded by Tax Incremental Financing (TIF) <br />Vice Chairman Juba reported on a meeting she and the County Manager <br />attended on August 29, 2007 with the Kannapolis Mayor and City Manager and <br />Lynne Scott Safrit, of Castle & Cooke, Inc., concerning the inclusion of <br />County projects in the TIF project list. In summary, she said Kannapolis <br />wanted to place the County's projects on the Tier 2 list and for the <br />infrastructure projects to have first priority. <br />Chairman Carruth commented on being behind on the financing schedule <br />and stated the need to get the project list finalized by September 17, 2007. <br />A general discussion ensued. Issues addressed included the following: <br />possibly scheduling additional meetings to finalize the project list; Tier 2 <br />projects are unfunded and may not be completed; the rational nexus of County <br />projects to the TIF; condominium arrangements in lieu of lease agreements; a <br />senior center; prioritization of County projects; a dual propose library; <br />etc. <br />John D. Day, County Manager, stated he would ask the County's bond <br />counsel to comment on whether or not the County's projects are eligible for <br />Tax Increment Financing. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board agreed to place an update on projects funded <br />by Tax Incremental Financing (TIF) on the September 17, 2007 Agenda as a New <br />Business item. <br />Sign at Lake Don T. Howell <br />Commissioner Privette asked what. had happened to the sign at Lake Don <br />T. Howell and if another one could be put up. <br />Mike Downs, Deputy County Manager, reported the sign had been <br />vandalized repeatedly. John D. Day, County Manager, stated he would ask the <br />Commerce Director to prepare a report. <br />Additional Items for the Agenda <br />John D.
