October 1, 2007 (Work Session) Page 564 <br />(3) the town has traditionally not been a part of Cabarrus County; and (9) in <br />some cases, it may make sense for students to attend schools that are not in <br />Cabarrus County, but are in close proximity to them. He further reported the <br />issue may come up again in the future and deserves some consideration; the <br />Chairman met with Locust officials; the County will still have to pay the <br />same amount of money per student for these students; and there would be <br />savings to the County for capital costs. <br />Commissioner White cited the involvement of the law firm, Hartsell & <br />Williams, PA, and asked to be recused from the discussion and the vote. <br />There was brief discussion on getting input from the Cabarrus County <br />Board of Education on the proposal before any decisions are made. <br />Commissioner White MOVED to recuse himself from the vote. Vice <br />Chairman Juba seconded the motion and the MOTION unanimously carried. <br />UPON MOTION of Commissioner Mynatt, seconded by ViceChairman Juba, <br />with Chairman Carruth, Vice Chairman Juba and Commissioner Mynatt voting for <br />and Commissioner White abstaining, the Board voted to place the Locust <br />Subdivision (The Villages at Red Bridge) - Adequate Public Facilities <br />Ordinance Alternative on the October 17, 2007 Agenda as a New Business item. <br />Final Uniform Schedule of Values, Standards and Rules for 2008 <br />Brent Weisner, Tax Administrator, reported a public hearing was held <br />and once the Schedules are adopted, four (4) newspaper advertisements are <br />scheduled to run beginning October 19, 2007, notifying citizens of their <br />right to file an appeal within 30 days of the first notice. <br />Mr. Weisner responded to a variety of questions from the Board <br />including: where and how citizens can view the schedules and the number of <br />questions the department has received concerning the revaluation process. <br />Chairman Carruth asked that a press release be prepared. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the Final Uniform Schedule of <br />Values, Standards and Rules for 2008 Countywide Revaluation and Final 2008 <br />Present Use Schedule of Values on the October 17, 2007 Agenda as a Consent <br />item. <br />Courthouse Study - Update <br />John Day, County Manager, reported RFQ's (Request for Qualifications) <br />will go out this week. He said a copy will be forwarded to each Commissioner <br />upon its completion. <br />TIF Interlocal Agreement <br />With regard to the TIF Interlocal Agreement, John Day, County Manager, <br />stated the need for the Board's guidance related to the County's contribution <br />of 50 percent declining over time as more TIF revenue is generated. After <br />talking to the County's Bond Attorney and Underwriter, he suggested the <br />Agreement include the following wording: "after build-out or within 5 years, <br />the County's contribution would be diminished by some percentage of the City <br />of Kannapolis' excess revenues." He also offered to compile additional <br />information to help the Board make its decision. <br />There was a general discussion on the County's commitment of 50 <br />percent, what happens to the excess funds and what happens if Kannapolis' tax <br />rate increases. <br />Several Board members requested information on different scenarios from <br />the Bond Attorney. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the TIF Interlocal Agreement on <br />the October 15, 2007 Agenda as a New Business item. <br />Sheriff's Department - Budget Amendment (Ongoing Project - $45,000) <br />Pam Dubois, Deputy County Manager, presented a budget amendment to <br />appropriate funds for two wrecked vehicles that were inadvertently left off <br />the list of ongoing projects from last month for the Sheriff's Department. <br />
