October 1, 2007 (Work Session) Page 565 <br />She reported the vehicles were requisitioned in FY 06/07; however, the <br />vehicles were not received until after the new fiscal year had begun. <br />Vice Chairman Juba MOVED to place the budget amendment for the <br />Sheriff's Department on the October 15, 2007 Agenda as a Consent item. <br />Chairman Carruth seconded the motion. <br />After a brief discussion on the request, the MOTION unanimously <br />carried. <br />Finance Department (Public School Building Capital Fund) - Budget Amendment <br />(Lottery Proceeds for Rowan County ($268,500.00) <br />Pam Dubois, Deputy County Manager, presented a budget amendment to <br />appropriate lottery proceeds from the State of North Carolina for Rowan <br />County totaling $268,500.00. She explained the State's software program will <br />only allow funds to go to one county for a school district that straddles two <br />counties, such as Kannapolis. She said Cabarrus County was chosen to receive <br />the proceeds £or Kannapolis and asked that the County Manager be authorized <br />to execute future budget amendments for this purpose. She also responded to <br />questions from the Board. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the budget amendment for the <br />Public School Building Capital Fund - Lottery Proceeds for Rowan County on <br />the October 15, 2007 Agenda as a Consent item. <br />Certificates of Participation (COPS) New Northwest Area High School Project, <br />Partial Funding of Critical Need School Projects S Housing Unit for Law <br />Pam Dubois, Deputy County Manager, presented information on the process <br />used to issue Certificates of Participation (COPS), including the adoption of <br />a RESOLUTION RELATING TO INSTALLMENT CONTRACT FINANCING FOR LAW ENFORCEMENT <br />FACILITY PROJECTS AND PUBLIC SCHOOL PROJECTS IN AN AGGREGATE PRINCIPAL AMOUNT <br />UP TO $195,000,000.00; THE EXECUTION AND DELIVERY BY THE CABARRUS COUNTY <br />DEVELOPMENT CORPORATION OF CERTIFICATES OF PARTICIPATION RELATED THERETO AND <br />CALLING REQUIRED PUBLIC HEARING. She responded to questions from the Board <br />concerning the issuance of debt, how often it occurs, how long the approval <br />process takes, etc. There was also discussion on land costs and Jonathan <br />Marshall, Commerce Director, reviewed the process used to select school <br />sites. <br />Ms. Dubois asked the Board to include $18.9 million (Kannapolis City <br />Schools - $3.8 million and Cabarrus County Schools $19.6 million) and funding <br />for the Jail Housing Unit in the COPS financing now to save time and money. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the Certificates of <br />Participation (COPS) financing resolution for the New Northwest Area High <br />School Project, Partial Funding of Critical Need School Projects and the <br />Housing Unit for Law Enforcement Complex on the October 15, 2007 Agenda as a <br />New Business item and scheduled a public hearing for November 19, 2007. By <br />the same vote, the Board also approved the inclusion of two related budget <br />amendments on the October Agenda as part of the New Business item. <br />Request for Progress Report on the Jail Construction Project <br />Commissioner Mynatt asked to have a printed status report on a monthly <br />basis of ongoing capital projects, especially for the jail construction <br />project. A general discussion ensued. <br />Commissioner White reported he had requested a report on the jail <br />construction project and that it was nearly completed. Commissioner Mynatt <br />requested the presentation be in a visual format. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to add a visual presentation by staff of <br />the cost and size over time for the Jail Housing Unit, Administrative <br />Building and the Annex on the October 15, 2007 Agenda as a New Business item. <br />Jail Housing Faci <br />
