Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Lori Hinson, Deputy Clerk to the Board. <br />Chairman Carruth called the meeting to order at 6:31 p.m. <br />Boy Scout Troop 7 of Midway United Methodist Church in Kannapolis <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Conner Wallace, Cody Dutcher and Tyler Ramsey. <br />Reverend Harold Davis of Concord Church of the Nazarene gave the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner White and <br />unanimously carried, the Board approved the minutes of May 23, 2007 (Recessed <br />Meeting), June 4, 2007 (Recessed Meeting), June 9, 2007 (Work Session), June <br />7, 2007 (Recessed Meeting) and June 18, 2007 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Carruth reviewed the following additions to the agenda and <br />supplemental information: <br />Additions to New Business: Item G-13 (Finance Department General <br />Obligation School Bond Fund - Budget Amendment Cabarrus County Schools <br />$1,711,000.00), Item G-19 (Proposed Revision of the National Ambient Air <br />Quality Standards for Ozone) and Item G-15 (Retaining and Expanding the <br />Motorsports Industry in Cabarrus County). <br />Addition to Closed Session: Item L-1 (Closed Session to Discuss <br />Matters Relating to the Location or Expansion of Industries; to Consult with <br />the Attorney to Preserve the Attorney-Client Privilege and Discuss Threatened <br />or Pending Litigation; and to Consider a Personnel Matter(s) as Authorized by <br />NCGS 193.318.11(A)(3)(4)(6). <br />Supplemental Information: New Business Item G-4 (Interlocal Agreement <br />for Kannapolis Tax Increment Financing [TI F] - Discussion of Graduated <br />Portion of Debt Payments [Handouts]) and New Business Item G-6 (Escalation of <br />Costs Estimates and Increases in Size of the Sheriff's Office and Detention <br />Facility Over Time [Handouts of a PowerPoint Presentation entitled, "Cabarrus <br />County Law Enforcement Center and Detention Facility-Construction Budgets and <br />Related Costs"]). <br />Commissioner White requested Old Business Item E-1 (Ware Bonsall <br />Contract Amendment #11) be tabled until the November 19, 2007 meeting. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the <br />aforementioned changes. <br />CITIZENS INFORMATION WORKSHOP ON WIDENING OF I-85 <br />Chairman Carruth announced a citizen's information workshop on the <br />widening of Interstate 85 will be held on October 30, 2007 from 4:00 to 7:00 <br />p.m. at Concord Christian Church Family Life Center on Davidson Highway. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />Kelly Sifford, Community Development Manager, presented a Proclamation <br />declaring October 30, 2007 as Weatherization Day in Cabarrus County and <br />
