The Proclamation is as follows: <br />Proclamation No. 2007-OB <br />Proclamation of Weatherization Day 2007 <br />Whereas, October is National Energy Awareness Month, and October 30 is <br />designated as National Weatherization Day; and <br />Whereas, the County of Cabarrus has a long standing commitment to <br />conserve its resources and to help low-income households through its <br />Weatherization Assistance Program; and <br />Whereas, the State of North Carolina has administered the <br />Weatherization Assistance Program since its inception in 1976, providing a <br />variety of state and federal resources through numerous community action <br />agencies, housing authorities and departments of local government that serve <br />people in every county in the state; and <br />Whereas, it is important to recognize the importance of those programs <br />that ensure that all residents, especially those living at or below the <br />federal poverty level, have the opportunity to live in energy efficient, <br />healthy, safe, and comfortable homes as provided for by the Weatherization <br />Assistance Program; <br />Now, Therefore, I, Robert W. Carruth, Chairman <br />Board of Commissioners <br />/s/ Lori Hinson <br />Deputy Clerk to the Board <br />(C-2) Recognition of County Government 101 Fall Clasa of 2007 <br />Chantel Thompson, Community Relations Coordinator, reported County 101 <br />program provides an in-depth look into county services and programs and <br />participants learn how to utilize these programs and incorporate them into <br />their communities. She said the class also includes several behind-the- <br />scenes tours of county facilities and speakers from every aspect of county <br />government. <br />The Board recognized the following citizens participating in the class: <br />James Moss, Debbie Moss, James Crawford, Gilbert Flowe, Robyn Lesondak, Ruth <br />Curry, Desiree Lackey, Margie Smith, Larry Poole, Mary Flowe, Peggy Helms, <br />Shela Almond, Doralyn Bradley and Mark Hood. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />6:45 p.m. He stated each speaker would be limited to 3 minutes. <br />With regard to the replacement of Commissioner Privette, John Clark of <br />Lloyd Place in Concord reported the law states the Republican Executive <br />Committee is charged with making the decision to fill a vacancy on the Board <br />of Commissioners, not the Republicans Men's Club or an advisory committee. <br />He also reported the Democratic Executive Committee appointed Sheriff Riley <br />and Linda McAbee, Register of Deeds, in the past to fill unexpired terms. <br />With there being no one else to address the Board, Chairman Carruth <br />closed that portion of the meeting at 6:47 p.m. <br />(E) OLD BUSINESS <br />(E-1) Ware Honsall Contract Amendment #11 <br />
