October 15, 2007 (Regular Meeting) Page 578 Kannapolis City Schools-Rowan County Projects (F-S) Sheriff's Department - Budget Amendment (Ongoing Project - $45,000.00) Appropriation of fund balance is requested for the purchase of two vehicles to replace wrecked/totaled vehicles. The purchase order was issued in April 2007 with available funds in the Sheriff's budget. However, the vehicles were not received until after the new fiscal year had begun. Funding for these vehicles were not included in the EY 08 budget due to the expectation they would arrive in sufficient time for billing to the prior year, which did not occur. UPON MOTION of Commissioner Privette, seconded by Commissioner White and unanimously carried, the Board adopted the following budget amendment: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF SHERIFF AMOUNT: $45,000.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: Ongoing purchase from FY 2007. The order for two vehicles to replace wrecked vehicles was made in April 2007 with funds available in the Sheriff's Department. Delivery of these vehicles was delayed due to shipment of new year models. The vehicles will arrive and need to be paid for in the new Fiscal Year 2008. Therefore, Fund Balance needs to be appropriated for the $95,000.00 allocated in EY 2007 for this purchase. According to Mr. Hearne, trespassers and four- wheelers are damaging the property. To begin the abandonment process, the Board needs to adopt and forward the following resolution of support to the NCDOT. If the resolution is accepted at the State level, then the County will then have to schedule, advertise and hold a public hearing on the proposed abandonment. UPON MOTION of Commissioner Privette, seconded by Commissioner White and unanimously carried, the Board adopted the following Resolution: Resolution No. 2007-24 RESOLUTION EXPRESSING SUPPORT OF THE CABARRUS COUNTY BOARD OF COMMISSIONERS FOR NORTH CAROLINA DEPARTMENT OF TRANSPORTATION TO REVIEW ABANDONMENT AND CLOSURE OF A PORTION OF STATE ROAD STATE ROAD NUMBER 1620 ALSO KNOWN AS WINGARD ROAD WHEREAS, North Carolina State Road 2961 in Cabarrus County is known as Wingard Road, being a paved road approximately 1 mile in length, with the last .23 miles being the portion requested to be abandoned. WHEREAS, the attached petition has been filed with the Board of County Commissioners of the County of Cabarrus requesting that the above described road, the location of which has been indicated on the attached map, be abandoned from the Secondary Road System; and WHEREAS, the Board of Commissioners is of the opinion that the above described road should be abandoned from the Secondary Road System, if the road meets minimum standards and criteria established by the Division of Highways of the Department of
