October 15, 2007 (Regular Meeting) Page 578 <br />Kannapolis City Schools-Rowan County Projects <br />(F-S) Sheriff's Department - Budget Amendment (Ongoing Project - $45,000.00) <br />Appropriation of fund balance is requested for the purchase of two <br />vehicles to replace wrecked/totaled vehicles. The purchase order was issued <br />in April 2007 with available funds in the Sheriff's budget. However, the <br />vehicles were not received until after the new fiscal year had begun. <br />Funding for these vehicles were not included in the EY 08 budget due to the <br />expectation they would arrive in sufficient time for billing to the prior <br />year, which did not occur. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF SHERIFF <br />AMOUNT: $45,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Ongoing purchase from FY 2007. The order for two <br />vehicles to replace wrecked vehicles was made in April 2007 with funds <br />available in the Sheriff's Department. Delivery of these vehicles was <br />delayed due to shipment of new year models. The vehicles will arrive and <br />need to be paid for in the new Fiscal Year 2008. Therefore, Fund Balance <br />needs to be appropriated for the $95,000.00 allocated in EY 2007 for this <br />purchase. <br /> Present <br />Account No. Approved Budget Increase Decrease Revised Budget <br />00161710-6901 $1,811,796.00 $95,000.00 $1,856,796.00 <br />Fund Balance Appropriated <br />00192110-9663 $276,000.00 $95,000.00 5321,000.00 <br />Motor Vehicles <br />(F-9) Resolution - Abandonment of State Maintenance on a Portion of Wingard <br />Road (SR 2461) <br />Ritchie Hearne, District Engineer with NCDOT, received a petition to <br />abandon State maintenance on a portion (.23 mile) of Wingard Road (SR 2961) <br />from the property owners. According to Mr. Hearne, trespassers and four- <br />wheelers are damaging the property. To begin the abandonment process, the <br />Board needs to adopt and forward the following resolution of support to the <br />NCDOT. If the resolution is accepted at the State level, then the County <br />will then have to schedule, advertise and hold a public hearing on the <br />proposed abandonment. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board adopted the following Resolution: <br />Resolution No. 2007-24 <br />RESOLUTION EXPRESSING SUPPORT <br />OF <br />THE CABARRUS COUNTY BOARD OF COMMISSIONERS <br />FOR <br />NORTH CAROLINA DEPARTMENT OF TRANSPORTATION <br />TO REVIEW ABANDONMENT AND CLOSURE <br />OF <br />A PORTION OF STATE ROAD STATE ROAD NUMBER 1620 <br />ALSO KNOWN AS WINGARD ROAD <br />WHEREAS, North Carolina State Road 2961 in Cabarrus County is known as <br />Wingard Road, being a paved road approximately 1 mile in length, with the <br />last .23 miles being the portion requested to be abandoned. <br />WHEREAS, the attached petition has been filed with the Board of County <br />Commissioners of the County of Cabarrus requesting that the above described <br />road, the location of which has been indicated on the attached map, be <br />abandoned from the Secondary Road System; and <br />WHEREAS, the Board of Commissioners is of the opinion that the above <br />described road should be abandoned from the Secondary Road System, if the <br />road meets minimum standards and criteria established by the Division of <br />Highways of the Department of <br />
