<br />(F-6) Set Public Hearing Date for Approval of the New Flood Plain Mapa and
<br />Revised Flood Plain Ordinance
<br />Cabarrus County, Midland, Mt. Pleasant and Harrisburg have received new
<br />copies of the Flood Insurance Rate Maps and revised Flood Damage Prevention
<br />Ordinance. Cabarrus County and these municipalities are required to hold a
<br />public hearing on these items. The North Carolina Emergency Management
<br />Office has approved holding one public hearing for Cabarrus County and these
<br />municipalities. This action needs to be approved by the Board of
<br />Commissioners. All municipalities have been requested to agree with this
<br />action.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner White
<br />and unanimously carried, the Board scheduled a public hearing for the
<br />approval of the new Flood Plain Maps and revised Flood Plain Ordinance for
<br />Wednesday, November 5, 2007 at 7:00 p.m. in the Commissioners' Meeting Room
<br />at the Governmental Center in Concord.
<br />(F-7) Finance Department (Public School Building Capital Fund) - Budget
<br />Amendment (Lottery Proceeds for Rowan County - $268,500.00
<br />Cabarrus County is the pass-through agent for Kannapolis City Schools-
<br />Rowan County's share of lottery funds due to an administrative software
<br />constraint at the State level. A memorandum is included to explain the
<br />situation and describe the requested approval for the administrative solution
<br />to the issue. The process has been discussed with Rowan County's Finance
<br />Director and both Finance departments have agreed to the process proposed.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner White
<br />and unanimously carried, the Board adopted the following budget amendment and
<br />authorized the County Manager to approve future budget amendments necessary
<br />to transfer funds to Rowan County without further Cabarrus County Board
<br />action:

<br />DEPARTMENT OF PUBLIC SCHOOL BLDG CAPITAL FUND
<br />AMOUNT: $268,500.00
<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: Lottery Revenue projects approved and allocated for
<br />Kannapolis City Schools that are located in Rowan County are being
<br />transferred by the State to the Cabarrus City Disbursing Account. We will be
<br />the caretaker of these funds. Therefore, Cabarrus County will be responsible
<br />for recording the revenue and expenditures for the Rowan County projects in
<br />our Public School Building Capital Fund. The enclosed project application
<br />was approved by the Kannapolis City School Board, Rowan County and the State
<br />of NC. The recording of the Revenue and Expenditures by Cabarrus County is
<br />for Accounting purposes only.
