November 5, 2007 (Work Session) Page 610 <br />projects on the November 19, 2008 Agenda as a New Business item and scheduled <br />a public hearing for December 17, 2007 at 6:30 p.m. <br />Change Order No. 1 - Administration Building (Cabarrus County Law Enforcement <br />and Detention Facility) <br />Mike Downs, Deputy County Manager, presented Change Order No. 1 <br />totaling $67,032.00 for the Sheriff's Administration Building. The change <br />order included: (1) a lightning protection system ($34,058.00) to provide <br />additional projection for the 911 Center and security systems; and (2) adding <br />additional security electronics ($32,979.00) that will provide an independent <br />system for voice, data and video for the interrogation rooms. He explained <br />that both items are outside of the original scope of the project. <br />Mr. Downs, Paul Hunt, Chief Deputy of the Cabarrus County Sheriff's <br />Department, Monty Taylor, Senior Project Manager with Turner Construction and <br />Scott Milligan, Project Executive with Turner Construction reviewed the <br />systems, explained why they are needed and responded to questions from the <br />Board. <br />Commissioner Privette MOVED to place Change Order No. 1 on the November <br />19, 2007 Agenda as a New Business item. The MOTION failed due to lack of a <br />second. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place Change Order No. 1 for the <br />Sheriff's Administration Building on the November 19, 2007 Agenda as a <br />Consent item. <br />Mr. Downs also distributed a copy of the October 31, 2007 monthly <br />progress report from Turner Construction for the Annex & the Sheriff's <br />Administration Building. <br />After a brief discussion on scheduling a ribbon cutting ceremony, the <br />Board agreed to tour the Annex on November 21, 2007 after the Juvenile Crime <br />Prevention Council meeting. <br />ind Additio: <br />to <br />and <br />Don Cummings, Human Resource Director, requested reclassification of a <br />vacant Administrative Assistant I position (Grade 63) to a Paralegal position <br />(Grade 67). He reported there would be no increase in this budget year, but <br />the annual difference in cost would be $7,311.00. He further stated the <br />difference in the skills of the new individual would be useful to the <br />Attorney and Social Services. <br />Mr. Cummings responded to several questions from the Board. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the establishment and <br />addition of a paralegal classification to County Classification and Pay Plans <br />on the November 19, 2007 Agenda as a Consent item. <br />07-06-Z T) - Chapter 5, District Development Standards 6 <br />Susie Morris, Planning and Zoning Manager, presented information on a <br />Text Amendment to Chapter 5, District Development Standards, of the Cabarrus <br />County Zoning Ordinance. She explained that since the adoption of the <br />architectural standards for amenity subdivisions and the addition of anti- <br />monotony standards in June of 2005, staff has found the current language in <br />the zoning ordinance to be difficult to enforce, and in some instances, not <br />in keeping with standard architectural practice. In fact, she reported that <br />since the adoption of the text, staff has had to review every house plan that <br />came into Cabarrus County numerous times. She reported -an appointed <br />committee was formed by the Planning and Zoning Board to review the proposed <br />text amendment and later a citizen committee was also appointed to review the <br />proposed changes. She said both groups cameto the same conclusion. She <br />said the new text allows some flexibility, but also puts some of the <br />responsibility back on the developer to incorporate these items into their <br />covenants and restrictions that are placed on the property. She said a copy <br />of the covenants and restrictions will be required at the time of preliminary <br />platting and the developer will also have to provide a pattern book to show <br />what the houses are going to look like so the Planning and Zoning Board along <br />with staff can look at the patterns to make sure overhangs and eaves are <br />
