November 19, 2007 (Regular Meeting) <br />/s/ Kay Honeycutt <br />Kay Honeycutt, Clerk to the Board <br />Page 636 <br />(G-7) Communications S Outreaoh - Capital Expenditure Grant for PEG Channel <br />- $50,000..00 <br />David Baxter, General Manager - Channel 22, reported changes in the <br />local and state franchise agreements allowed e-NC to offer a $25,000.00 <br />matching grant for capital expenditures for public education and government <br />channels. He said the grant provides an excellent opportunity for Channel 22 <br />to receive state assistance to purchase equipment that will be required in <br />the near future. He said purchasing the following items will help Channel 22 <br />now and prepare for the future: broadcast system software, robotic camera <br />heads with motorized camera lenses, and updated editing software. <br />Mr. Baxter responded to questions from the Board and a general <br />discussion ensued. <br />UPON MOTION of. Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board approved $25,000.00 in matching grant <br />funds to begin the e-NC Capital Expenditure Grant application process. <br />APPOINTMENTS <br />(H-1) Juvenile Crime Prevention Council (JCPC) <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Judge Donna Johnson to the <br />Juvenile Crime Prevention Council (JCPC) to fill the position of <br />Courthouse/Judge and appointed John Lewis to fill the position of Juvenile <br />Defense Attorney for 1-year terms ending November 30, 2008. <br />(H-2) NC 3 Advisory Committee <br />Chairman Carruth reported the Centreline Council of Government (COG) <br />completed a study several years ago of N.C. Highway 73 and now the COG has <br />decided to do a similar study for N.C. Highway 3, which runs from Kannapolis <br />to Mooresville. He said two citizen representatives are needed and that Jack <br />Rankin and Fred Wally were originally asked to serve on the advisory <br />committee, but now Mr. Rankin cannot serve and Mr. Wally asked to have his <br />name withdrawn from consideration. Finally,,he reported Alex Rankin and Doug <br />Drake have expressed a willingness to serve on the committee. <br />Kelly Sifford, Community Development Manager, confirmed the willingness <br />of Mr. Rankin and Mr. Drake to serve on the advisory committee. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board appointed Alex Rankin and Doug Drake to <br />serve on the N.C. 3 Advisory Committee. <br />(H-3) Tourism Authority <br />The terms of appointment for Sharon Campbell (Seat #7 - County At <br />Large), Diane Honeycutt (Seat #8 - Cabarrus County Tourism) and Alan Cress <br />(Seat #9 - Cabarrus Regional Chamber of Commerce) expire on December 31, <br />2007. The Tourism Authority submitted three names for each seat for the <br />Board's consideration. The preferred candidates are identified as follows: <br />Seat #7 - Noelle Scott; Seat #8 - Rick Fedrizzi; and Seat #9 - Alan Cress. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner White and <br />unanimously carried, the Board appointed Noelle Scott (Seat No. 7), Rick <br />Fedrizzi (Seat No. 8) and Alan Cress (Seat No. 9) to the Tourism Authority <br />for 3-year terms ending December 31, 2010. <br />(H-4) Transportation Advisory Hoard <br />NC Department of Public Transportation requires recipients of Community <br />Transportation Program 5311 grant funds for capital and administrative <br />operations participate in the .development and continuation of a <br />Transportation Advisory Board (TAB) composed of representatives from agencies <br />that are serviced. Susan Caudle (Coltrane Life Center) and Sharon Corpening <br />(Social Worker for NC Division of Services for the Blind) are recommended for <br />reappointment. A new position on the TAB is requested for the City of <br />Kannapolis. The appointment of Ben Warren is recommended to fill this new <br />position. <br />
