November 19, 2007 (Regular Meeting) <br />Page 637 <br />Commissioner Privette pointed out that Mr. Warren does not reside in <br />Cabarrus County and a brief discussion on the Board's Appointment Policy <br />ensued. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to table the appointments to the <br />Transportation Advisory Board until its December 17, 2007 meeting. <br />(I) REPORTS <br />None. <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br />With regard to the recent announcement of a grant award to the Cabarrus <br />Health Alliance, Commissioner White acknowledged the leadership of Senator <br />Burr, Congressman Hayes, Phred Pilkington and Gina Goff. <br />(K) WATER b SEWER DISTRICT OF CABARRUS COUNTY <br />None. <br />(L) CLOSED SESSION <br />the Attorney to Preserve the <br />tened or <br />Seeaion to Discuss <br />.duatries or Other Bue <br />zed by NCGS 143-318.1] <br />Commissioner Privette MOVED to go into Closed Session to consult with <br />the Attorney to preserve the attorney-client privilege and to discuss <br />threatened or pending litigation and to discuss matters relating to the <br />location or expansion of industries or other businesses in the area served by <br />the public body as authorized by NCGS 193-318.11(a)(3)(9). <br />Commissioner Mynatt seconded the motion. <br />Richard Koch, County Attorney, clarified Item L-1 relates to The <br />Villages at Red Bridge and Shea Homes. <br />Commissioner White MOVED to recuse himself from the portion of the <br />Closed Session relating to The Villages at Red Bridge. (Note: Commissioner <br />White's employer, the law firm of Hartsell & Williams, P.A., represents the <br />Town of Locust where the subdivision is located and received preliminary plat <br />approval.) Commissioner Privette seconded the motion. The MOTION <br />unanimously carried. <br />The MOTION to go into Closed Session carried unanimously. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board moved to come out of closed session. <br />(M) ADJOURN <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner White and <br />unanimously carried, the meeting was adjourned at 10:05 p.m. <br />Clerk t e Bo <br />
