December 17, 2007 (Regular Meeting) Page 645 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 17, 2007, <br />at 6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board; and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:37 p.m. <br />Boy Scout Troop 77 of Kimball Memorial Lutheran Church of Kannapolis <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Travis Camp, Montana Fossett, Jonathan Patterson, Hunter Patterson, Caleb <br />Falls, Cody Sykes and Chad Drye. <br />Chaplain Bernie Loos of the Cabarrus County Sheriff's Department gave <br />the invocation. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the minutes of September 9, 2007 <br />(Work Session), September 11, 2007 (Special Meeting), September 17, 2007 <br />(Regular Meeting) and September 29, 2007 (Recessed Meeting) as written. <br />(B) BOARD ORGANIZATION <br />Chairman Carruth stated his intent to serve as a Commissioner in 2008 <br />and thanked the Board for their support over the last year. He turned the <br />meeting over to John Day, County Manager, who presided over the organization <br />of the Board. <br />(B-1) Election of Chairman <br />John Day, County Manager, called for nominations for the position of <br />Chairman. <br />Commissioner Privette nominated Commissioner White. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to close nominations and elected <br />Commissioner White as Chairman of the Cabarrus County Board of Commissioners <br />by acclamation. <br />Mr. Day announced Commissioner White had been elected as Chairman and <br />turned the meeting over to Chairman White. <br />(B-2) Election of Vice Chairman <br />Chairman White called for nominations for the position of Vice <br />Chairman. <br />Commissioner Carruth nominated Commissioner Juba. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to close nominations and elected <br />Commissioner Juba as Vice Chairman of the Cabarrus County Board of <br />Commissioners by acclamation. <br />(B-3) Comments from the Chairman <br />Chairman White expressed appreciation for the confidence the Board has <br />bestowed upon him. He also said he looks forward to working with the Board <br />in the coming year. <br />(C) APPROVAL OF THE AGENDA <br />
