December 17, 2007 (Regular Meeting) Page 646 <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt, and <br />unanimously carried; the Board approved the Agenda with the following <br />addition: New Business Item (G-8) Industrial Development Incentive Grant for <br />American Communications Network, Inc., (ACN), a Subsidiary of LKN <br />Communications Network, Inc. - Public Hearing 6:30 p.m. <br />Chairman White announced the public hearing is actually number seven <br />under New Business. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board moved the public hearing for ACN/LKN from G-B <br />to H-7. <br />(D) RECOGNITIONS AND PRESENTATIONS <br />None. <br />(E) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:96 <br />p.m. He stated each speaker would be limited to three minutes. <br />Jerry Williamson, resident of 2206 Moose Road in Kannapolis, expressed <br />opposition to the use of incentives. He said incentives put a burden on the <br />taxpayers. <br />Ric Starnes, resident of 47 Spring Street, NW in Concord, asked where <br />will the money come from if the State does not participate in the <br />improvements for Lowe's Motor Speedway. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(F) OLD BUSINESS <br />(F-1) Old Bethel Elementary School - Report on Structural Capacity <br />Mike Downs, Deputy County Manager, stated Bill Hughes with YCH (Yates <br />Chreitzber Hughes) Architects is here to present the findings of the Bethel <br />School Structural Investigation for "Building A" or the "1927 Building". <br />Mr. Hughes' report included the following information: a description <br />of the structural investigation, a description of the building; a description <br />of the structure; the existing condition of the building; the existing <br />condition of the structure; the building exterior; the crawl space <br />foundation; main level framing; second level framing; roof framing, etc. <br />Conclusion: <br />In conclusion, the existing structure appears to be in <br />generally good condition for its age with no building-wide <br />deficiencies or deterioration observed. The wood framing members <br />observed were typically a full 2" in thickness instead of the <br />normal size of 1-1/2" utilized in modern construction. The <br />deficiencies noted below are generally isolated to areas which <br />showed evidence of water penetration through leaks in the roof, <br />walls or from toilet facilities. One area of termite damage was <br />observed at an interior wall in the lower level. <br />Remedial work should include replacement of the water- <br />damaged wood and joists in isolated areas ofwater damage. In <br />addition, water intrusion conditions, such as roof leaks, should <br />be repaired as soon as possible to prevent further deterioration <br />and potential mold and/or mildew growth. Of particular concern <br />is the minimum bearing penetration of the roof level joists which <br />must be supplemented by some type of ledger under the bottom <br />chord. In addition, the top chords of these joists must be <br />properly braced as on the main and second level floor framing. <br />Following the report, a general discussion ensued and the following <br />issues were addressed: bringing the building up to code; who owns the <br />building; what are future plans for the building; Midland's plans for the <br />building; etc. <br />The Board recognized Mike Tallent, Midland Town Council member, who <br />reported the Town will receive this presentation at their January meeting. <br />
