Carruth, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />Odell Youth Athletic Facilities Replacement Proposal <br /> <br />Steve Little, Parks and Recreation Director, presented the proposal to <br />locate the Odell Youth Athletic replacement facilities on land behind Cox <br />Mill Elementary School. The proposed project totaling $2,631,166.58 included <br />a baseball field, two baseball/softball fields, a combination baseball/soccer <br />field, two soccer fields, roadway/148 parking spaces, accessible sidewalks to <br />all fields and a concession/restroom building. The proposal also included <br />funding for athletic lights, irrigation, Bermuda turf, bleachers, <br />scoreboards, dugouts and baseball/softball fencing. Also, a sidewalk to <br />connect the school to the park could be added at a cost of approximately <br />$10,000.00. <br /> <br />There was brief discussion regarding the need for additional ball <br />fields in the county and the use of the new facility. <br /> <br />Pam <br />operating <br />come from <br /> <br />Dubois, Deputy County Manager, reported <br />budget could be used for this proj ect. <br />the Capital Reserve Fund. <br /> <br />$97,750.00 allocated in the <br />The remaining funds will <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board agreed to place the Odell Youth Athletic <br />Facilities Replacement Proposal totaling $2,643,032.00, including the <br />sidewalk from the school to the park, on the January 23, 2006 Agenda as a <br />Consent item. <br /> <br />NC 73 Small Area Land Use and Economic Development Plan <br /> <br />Jonathan Marshall, Commerce Director, and Colleen Nelson, Senior <br />Planner, presented the NC 73 Small Area Land Use and Economic Development <br />Plan. Ms. Nelson reviewed the background and purpose of the Plan. The study <br />area included an approximate 3.5 mile stretch of NC 73 from Davidson-Concord <br />Road to poplar Tent, traversing the jurisdictions of Davidson, Huntersville, <br />and Cabarrus County. The purpose of the Plan was to establish strategic land <br />use recommendations that will help to further support and define specific NC <br />Highway 73 improvements needed in the study area. <br /> <br />Mr. Marshall reported that a public hearing was not required and the <br />landowners in that area had participated in a number of meetings during <br />development of the Plan. After discussion, Board members generally agreed to <br />hold a public hearing. Copies of the Plan are to be placed at the Odell <br />Elementary School and Harris Road Middle School along with the library and <br />Commerce Department. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board set a public hearing on January 23, 2006 <br />for the NC 73 Small Area Land Use and Economic Development Plan. <br /> <br />Consent Agreement - Hampden Village Subdivision <br /> <br />Kassie Goodson, Planner, presented the proposed Consent Agreement <br />between Cabarrus County and Metro Development Group, LLC, for the Hampden <br />village subdivision located off Roberta Road in the City of Concord. The <br />subdivision consists of 193 single family lots on approximately 47 acres. <br />Ms. Goodson reported the developer proposes to phase the development and <br />issuance of Certificates of Occupancy as follows: <br /> <br />Year No. of Lots Platted No. of Certificates of Occupancy <br />2006 64 * <br />2007 67 75 <br />2008 62 75 <br />2009 43 <br /> <br />. No certificate of Occupancy issued for any lot in this <br />subdivision until 2007. <br /> <br />
