<br />January 9, 2006 - Agenda Work Session <br /> <br />Page <br /> <br />460 <br /> <br />The Hampden Village subdivision was approved by the City of Concord on <br />December 15, 2005. The Adequate Facilities Fee for this subdivision is <br />$4,034.00 per single family lot, which the developer has proposed to pay at <br />Building Permitting. <br /> <br />Ms. Goodson also distributed an updated spreadsheet with information <br />concerning the number of approved lots in the county and the availability of <br />school seats. There was a brief discussion as to which schools the students <br />generated by the Hampden Village subdivision would attend. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board agreed to place the Consent Agreement for <br />the Hampden Village subdivision on the January 23, 2006 Agenda as a New <br />Business item. <br /> <br />Required Budget Request Sign-Off for Rowan-Cabarrus Community College (RCCC) <br /> <br />Pam Dubois, Deputy County Manager, reported each community college is <br />required to submit a budget to the N. C. Community College System annually <br />wi th the approval of the counties that provide funding. By executing the <br />"Required Budget Request Sign-Off" form, Cabarrus County acknowledges that <br />the FY 2005-06 budget of $34,296,145.00 for RCCC has been reviewed and <br />approved with Cabarrus County funding of $1,335,400.00. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board agreed to place the \\Required Budget <br />Request Sign-Off" for Rowan-Cabarrus Community College on the January 23, <br />2006 Agenda as a Consent item. <br /> <br />Lease Extension - Cabarrus County Human Services Building <br /> <br />Mike Downs, Deputy County Manager, reported the lease with Kannapolis <br />Land, Inc., for the Cabarrus County Human Services Building ends in 2007. He <br />presented a building rental expense forecast for FY 2007-2012 and reviewed <br />the following four options to extend the lease: Option No. 1 5-year <br />Extension with 100% Asphalt OverlaYi Option No. 2 - 10-Year Extension with <br />100% Asphalt Overlay; Option No. 3 - 5-Year Extension without 100% Asphalt <br />Overlay; and Option No. 4 - 10-Year Extension without 100% Asphalt Overlay. <br />In addition, he stated the owner has agreed to make exterior building <br />modifications. Mr. Downs recommended the selection of Option No.1. <br /> <br />There was general discussion regarding the poor condition of the <br />parking lot and the current overcrowding of the Department of Social Services <br />and the Health Alliance. Mr. Downs advised that an additional storefront in <br />the shopping center is available near the Human Services Center. A proposal <br />for the lease of this space will be brought back to the Board for <br />consideration. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board agreed to place the lease extension <br />between Cabarrus County and Kannapolis Land, Inc. (Option No. 1 - \\5-Year <br />Extension with 100 percent Asphalt Overlay") on the January 23, 2006 Agenda <br />as a Consent item. <br /> <br />At 6:05 p.m., Chairman Carruth recessed the meeting for a short break. <br /> <br />The meeting reconvened at 6:10 p.m. <br /> <br />Amendment of Rezoning Request - Law Enforcement Center/Jail Annex <br /> <br />Chairman Carruth distributed a site plan of the proposed jail project <br />and proposed the following four actions for consideration by the Board: <br /> <br /> <br />(1) Amend the rezoning request to the City of Concord to drop the <br />\\Center City" zoning on the portion of the property related to the <br />second inmate housing unit, leaving one housing unit, the Annex and <br />the Sheriff's Operation/Administration building; <br />(2) Begin looking at the possibility of developing an agreement with the <br />State of North Carolina to allow Cabarrus County the right of first <br />refusal for the Mt. Pleasant Correctional Facility should the State <br />decide to close that facility at some time in the future; and <br />contact the Department of Juvenile Justice about the Stonewall <br />Jackson Training School campus to determine if there is an <br />opportunity there in the future; <br />
