Ms. Sternal pointed out The Dale Trail, which was launched in <br />2005, is the first motorsports heritage trail in the nation. <br /> <br />Mr. Aldrich listed the County's strengths, including Concord Mills as <br />the State's #1 visitor attraction, NASCAR's growing popularity, the growing <br />number of motorsports attractions, youth sports destinations, etc. He <br />reviewed the work being done to address challenges that have been identified, <br />including filling in the valleys between races, encouraging visitor activity <br />outside the cluster at 1-85 Exit 49, etc. <br /> <br />Ms. <br />pit Pass <br />incentive <br /> <br />Barrineau reviewed eVE's marketing program. She commented on the <br />Cabarrus program, group tours, enhancement of County facilities, <br />grant program, print ad campaign and other marketing programs. <br /> <br />The Board received the CVE update as information. <br /> <br />(G-4) Ch3 Annual Fund Drive Report <br /> <br />Aimee Hawkins, Public Information Officer, presented the 2006 Annual <br />Fund Drive Report for Ch3 (Cabarrus Helping Hearts & Hands) as submitted by <br />Kay Honeycutt, Chair of the 2006 Fund Drive. Funds totaling $52,235.00 were <br />collected during the annual campaign and will be distributed to ten local <br />non-profit agencies selected by County employees. In addition, employees <br />participated in other Ch3 community service activities and projects, <br />including walks or various collection efforts such as school supplies, coats, <br />and canned goods. In conclusion, Ms. Hawkins expressed appreciation to all <br />who participated in the "People Helping People" campaign. <br /> <br />Board members expressed their personal appreciation to County employees <br />and applauded their community service efforts. <br /> <br />commissioner Privette thanked County employees for their volunteer <br />service as "bell ringers" for the Salvation Army during the holiday season. <br /> <br /> <br />(G-5) Consent Agreement for Hampden Village Subdivision Project <br /> <br />Kassie Goodson, Planner, presented the proposed Consent Agreement for <br />the Hampden village subdivision. The subdivision was approved by the City of <br />Concord on December 15 and consists of 193 single-family residential units on <br />47 acres located on Roberta Road. Ms. Goodson highlighted the following <br />provisions of the Consent Agreement: <br /> <br />Timing and Phasing of Project - <br />Calendar Year 2006 - No more than 64 lots platted; <br />Calendar year 2007 - No more than 67 lots platted; <br />Calendar Year 2008 - No more than 62 lots platted. <br /> <br />No certificate of Occupancy will be issued for any lot until 2007 with <br />the following phasing of Certificates of Occupancy: <br />Calendar year 2007, no more than 7Si <br />Calendar year 2008, no more than 75; <br />Calendar year 2009, no more than 43. <br /> <br />Payment of $4,034.00 per lot payable upon building permitting. <br /> <br />There was lengthy discussion by the Board regarding the proposed <br />project and school adequacy. Issues addressed included the schools that <br />students from the subdivision will attend, the calculation of available <br />school seats on a county-wide basis, the density of the proposed subdivision, <br />the current inventory of 13,000 approved lots and the vesting of the <br />subdivision under the current adequate public facilities requirements. <br /> <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board moved to table the Consent Agreement for the <br />Hampden village Development until the meeting on February 20, 2006. <br /> <br />(G-6) Lease for Additional Space at the Human Services Center <br /> <br />Mike Downs, Deputy County Manager, presented the proposal to lease an <br />additional 2,800 square feet in the shopping center that houses the Human <br />Services Center. He stated the space could be leased at $6.00 per square <br />foot. Plans are to move some Social Services offices into the area. <br /> <br />There was brief discussion regarding the location of the Human Services <br />Center and the possibility of establishing satellite locations in the County <br />to meet human service needs. <br />
