The Plan focused on <br />the 3.5-mile stretch of NC 73 from Davidson-Concord Road to Poplar Tent with <br />Cabarrus County to be mostly involved in the Poplar Center site. The <br />jurisdictions participating in the development of the Plan were Cabarrus <br />County and the municipalities of Concord, Kannapolis, Davidson and <br />Huntersville. The Cabarrus County Planning and Zoning Commission recommended <br />approval of the proposed Plan at its meeting on November 17, 2005. <br /> <br />Ms. Nelson stated copies of the Plan were available at the Library and <br />the Commerce Department and will be posted on the County's website. Alsol <br />Commissioner Freeman asked that copies be placed at the Odell Elementary <br />School. <br /> <br />Although the public hearing had been cancelled, Chairman Carruth asked <br />if anyone wished to speak regarding the proposed Plan. There was no one <br />present to address the Board. <br /> <br />The public hearing will be scheduled for the meeting on February 20. <br /> <br />(G-2) Region F Aging Advisory Committee - Year End Report <br /> <br />Gayla W. Woody, Aging Program Administrator, introduced Anita Helms, a <br />Cabarrus County delegate to the Region F Aging Advisory Committee, for a <br />report on the Committee's work during the past year. <br /> <br />Anita Helms recognized other Committee members Vernie King and Rusty <br />Mitchell along with the Senior Tar Heel Legislative Delegate and Alternate <br />Betty Babb and Martha Melvin. She presented the Report entitled "Building <br />Senior Friendly Communities" that was included as a part of the Agenda. <br />Highlights of her presentation included the following: <br /> <br />. Significant growth in the number of older residents with 31,576 persons to <br />be over age 65 in Cabarrus County by 2025; <br />. Major shift in population of group known as baby boomers (those <br />individuals born between 1946 and 1964) and increased service needs; <br />. Key areas to consider for a senior friendly community: Physical <br />Environment; Economy; Health; Technology; Safety and Security; Social and <br />CuI tural Involvement; Services and Support; Resource Planning and <br />Stewardship. <br />. Top 10 things County Boards and City Councils Can Do: Redevelop downtown <br />areas; Improve walkability; Support caregivingj Recognize senior friendly <br />entities; Assess senior-friendliness of county/city services; Assure <br />adequate transportation; Assure adequate Emergency Services and Disaster <br />special Needs Shelter; Develop Information and Assistance Programs; Assure <br />strong health and human services; Offer meaningful activities/programs; <br />and Encourage senior friendly housing. <br /> <br />Ms. Woody and Ms. Helms responded to a number of questions by the Board <br />regarding the Report and the number of senior citizens in Cabarrus County. <br /> <br />(G-3) Update - Convention and Visitors Bureau Activities and Programs <br /> <br />The following staff members from the Convention and Visitors Bureau <br />(CVB) presented an update on CVE's activities and programs: Ann Sternal, <br />Executive Director; Scott Aldrich, Sports Marketing Manager; and Libba <br />Barrineau, Director of Sales and Marketing. <br /> <br />Ms. Sternal discussed the mission and vision of CVE and described its <br />programs and services. Also, she discussed the economic impact to the <br />community, including increased visitor spending, tourism jobs and payroll for <br />
