McGee <br />District Court Judge <br /> <br />(1-2) Cabarrus County-Cabarrus County Schools - Kannapolis City Schools Joint <br />Planning Meeting <br /> <br />John Day I County Manager I reported on a meeting held on January II, <br />2006, by the board chairs, vice chairs and executives of the two school <br />boards and the Board of County Commissioners. The meeting was facilitated by <br />Phil Boyle of Leading and Governing and focused on issues that could be <br />pursued in a joint retreat of the three boards. The representatives agreed <br />to take the information back to their respective boards and explore the <br />possibility of a joint retreat in March to discuss such issues as roles and <br />responsibilities and interdependency between the county and the schools. <br /> <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br /> <br />(None) <br /> <br />(K) WATER & SEWER DISTRICT OF CABARRUS COUNTY <br /> <br />(No items of business) <br /> <br />(L) CLOSED SESSION <br /> <br />(L-l) To Consult with the Attorney to Preserve the <br />and Discuss Pending or Threatened Litigation as <br />318.l1(a) (3) <br /> <br />Attorney-Client Privilege <br />Authorized by NCGS 143- <br /> <br /> <br />(L-2) To Discuss a Personnel Matter as Authorized by NCGS 143-318.11(a) (6) <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board moved to go into Closed Session to consult <br />with the attorney to preserve the attorney-client privilege and discuss <br />pending or threatened litigation and to discuss a personnel matter as <br />authorized by NCGS 143-318.11(a) (3) (6). <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board moved to come out of Closed Session. <br /> <br />Acting County Attorney Richard Koch left the meeting during the Closed <br />Session. <br /> <br />Advertisement of the County Attorney position <br /> <br />UPON MOTION of Commissioner Privette, seconded by vice Chairman Juba <br />and unanimously carried, the Board moved to reopen the advertisement for the <br />position of County Attorney with the option of either a retained position or <br />full time staff position. <br /> <br />Settlement with Randy Lyle (Red Pig Restaurant) <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board authorized the appropriate budget <br />amendment to pay Randy Lyle (Red Pig Restaurant Lessee) for property <br />associated with the Jail project with the funds to be replaced when the money <br />currently on deposit with the Clerk of Court for the condemnation proceedings <br />is returned to the County. <br /> <br />(M) RECESS OF MEETING <br /> <br />There being no further business to come before the Board, Chairman <br />Carruth recessed the meeting at 11:05 p.m. until 1:00 p.m. on Friday, January <br />27, 2006, in Conference Room A at the Governmental Center. <br /> <br />j-~ ).~ <br /> <br />Clerk to the Board <br />
