To reduce health insurance costs and <br />encourage employees to be non-tobacco users, she proposed that employees and <br />retirees pay about 10 percent ($46.00/month) of the health insurance premium <br />paid by the County on their behalf. Non-tobacco users would receive a <br />discount equal to the employee share of the premium costs, making the health <br />insurance plan free of charge for them. Smoking cessation programs and <br />resources will be offered to employees and retirees and their spouses. Ms. <br />Ray presented data regarding the higher health care costs for tobacco users. <br /> <br />There was discussion as to how the use of tobacco products will be <br />policed, health care costs for persons who use alcohol and the possibility of <br />allowing the same discount on health insurance for total abstainers. Also, <br />the issues of obesity and substance abuse were discussed. <br /> <br />Ms. Ray reported that the counties of Mecklenburg and cumberland have <br />instituted a similar program for non-tobacco users. Additional data on those <br />counties was requested. <br /> <br />Mike Downs, Deputy County Manager, stated this was an opportunity to <br />look at savings for insurance and keep down the rising costs. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board tabled the proposal to offer a discount on <br />health insurance premiums for non-tobacco users until the March 13th agenda <br />work session with additional information to be provided to the Board at that <br />time. <br /> <br />(G-6) Videotaping Agenda Work Sessions <br /> <br />David Baxter, Public Information Officer, reviewed the proposal to <br />begin videotaping agenda work sessions to be broadcast on Channel 22. The <br />Board had discussed this issue some time ago but had rejected the idea due to <br />costs estimated at $10,000.00. He stated the proposal at this time was to use <br />one camera with the purchase of additional audio equipment estimated at <br />approximately $4,000.00.
