To reduce health insurance costs and
encourage employees to be non-tobacco users, she proposed that employees and
retirees pay about 10 percent ($46.00/month) of the health insurance premium
paid by the County on their behalf. Non-tobacco users would receive a
discount equal to the employee share of the premium costs, making the health
insurance plan free of charge for them. Smoking cessation programs and
resources will be offered to employees and retirees and their spouses. Ms.
Ray presented data regarding the higher health care costs for tobacco users.

There was discussion as to how the use of tobacco products will be
policed, health care costs for persons who use alcohol and the possibility of
allowing the same discount on health insurance for total abstainers. Also,
the issues of obesity and substance abuse were discussed.

Ms. Ray reported that the counties of Mecklenburg and cumberland have
instituted a similar program for non-tobacco users. Additional data on those
counties was requested.

Mike Downs, Deputy County Manager, stated this was an opportunity to
look at savings for insurance and keep down the rising costs.

UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman
and unanimously carried, the Board tabled the proposal to offer a discount on
health insurance premiums for non-tobacco users until the March 13th agenda
work session with additional information to be provided to the Board at that
time.

(G-6) Videotaping Agenda Work Sessions

David Baxter, Public Information Officer, reviewed the proposal to
begin videotaping agenda work sessions to be broadcast on Channel 22. The
Board had discussed this issue some time ago but had rejected the idea due to
costs estimated at $10,000.00. He stated the proposal at this time was to use
one camera with the purchase of additional audio equipment estimated at
approximately $4,000.00. There will also be some additional costs for a
contract employee.

UPON MOTION of Commissioner Carpenter, seconded by Chairman Carruth and
unanimously carried, the Board adopted the following budget amendment to
purchase the needed sound equipment to record Board meetings.

BUDGET REVISION/AMENDMENT REQUEST

DEPARTMENT OF PUBLIC INFORMATION OFFICE
AMOUNT: $4,000.00
TYPE OF ADJUSTMENT: Transfer between Departments/Funds
PURPOSE OF REQUEST: Purchase of sound equipment necessary to record meetings
held in the Multipurpose Room of the County Governmental Center.

Account No.
00191910-9660
Contingency
00191220-9331
Minor Office

Present
Approved Budget
$238,489.00

Increase

Decrease
$4,000.00

Revised Budget
$234,489.00

$6,500.00
Equipment and Furniture

$4,000.00

$10,500.00

(H) APPOINTMENTS TO BOARDS AND COMMITTEES

(None)

(I) REPORTS
