Department of Transportation - Annual Statement for Secondary <br />Road Construction in Cabarrus County <br /> <br />The Board received the Annual Statement for Secondary Road Construction <br />from D. Ritchie Hearne, P.E., District Engineer with the Department of <br />Transportation. The State paved two roads in Cabarrus County during calendar <br />year 2005. <br /> <br />(I-2) N. C. Association of County COllllllissioners (NCACC) Board of Directors <br />Meeting - Medicaid Relief Proposal <br /> <br />vice Chairman Juba reported on a meeting of the NCACC Board of <br />Directors regarding the Medicaid Relief Proposal whereby the State would <br />assume responsibility for Medicaid costs in return for the counties giving up <br />one cent of the sales tax. The General Assembly would then grant the counties <br />the authority to enact an additional one cent sales tax to replace lost <br />revenues. The Directors were polled at that meeting with about one-half of <br />the counties ready to go with the proposal. The other half felt the State <br />should accept responsibility for the Medicaid program and should also take <br />responsibility in levying the new one cent sales tax instead of the counties. <br />Additional meetings will be held and other revenue options will be explored. <br /> <br />Commissioner Privette stated the Budget and Finance Committee also <br />discussed the Medicaid Relief Proposal. He reminded the Board of the State's <br />repeal of the intangible tax and inventory tax and the promise for <br />reimbursements. <br /> <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br /> <br />commissioner Privette commented on remarks he stated Vice Chairman Juba <br />made at the last meeting regarding the illegal immigration resolution, <br />including contact with Congressman Howard Coble and the description of the <br />resolution as "symbolicrt. He said Congressman Coble had advised him that he <br />had not talked with Vice Chairman Juba. <br /> <br />vice Chairman Juba clarified she had reported receiving a letter from <br />Congressman Coble and speaking with Mr. Meeks from Senator Dole's office and <br />Congressman Robin Hayes. <br /> <br />Commissioner Carpenter asked for follow up on the questions presented <br />during the Informal Public Comments, included how the jail is to be paid for <br />and the complaint about blasting. <br /> <br />(K) WATER & SEWER DISTRICT OF CABARRUS COUNTY <br /> <br />(No items of business) <br /> <br />(L) CLOSED SESSION <br /> <br />(L-I) To Consider a Personnel Matter as Authorized by N.C. General Statute <br />143-31B.II(a) (6) <br /> <br />UPON <br />Freeman and <br />consider a <br />Manager, as <br /> <br />MOTXON of Commissioner Carpenter, seconded by Commissioner <br />unanimously carried, the Board moved to go into Closed Session to <br />personnel matter, specifically the evaluation of the County <br />authorized by North Carolina General Statute 143-31B.11(a) (6). <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Freeman <br />and unanimously carried, the Board moved to come out of Closed Session. <br /> <br />The Board excused the Clerk during the Closed Session and the minutes <br />were recorded by Vice Chairman Juba. <br /> <br />(M) RECESS <br /> <br />There being no further business to come before the Board, Chairman <br />Carruth recessed the meeting at approximately 12:20 a.m. until 6:00 p.m. on <br />Monday, February 27, 2006, in Cabarrus Room A at the Cabarrus Arena and <br />Events Center, 4751 NC Highway 49 North, Concord. <br /> <br />Clerk to the Board <br />
