<br />March 13, 2006 - Agenda Work Session <br /> <br />Page <br /> <br />527 <br /> <br />Jonathan Marshall, Commerce Director, presented a proposed programming <br />change to the second floor of the main housing unit of the new Jail. He <br />stated there were storage areas on the second floor that could be partitioned <br />into three classrooms and restroom facilities. The cost of the upfit was <br />estimated to be a maximum of $300,000.00. <br /> <br />UPON MOTION of Vice Chairman Juha, seconded by Commissioner Carpenter <br />and unanimously carried, the Board voted to place the Plan Adjustment for the <br />second floor of the Jail Main Housing Unit on the March 20, 2006 Agenda as a <br />Consent item. <br /> <br />Financial Support of Efforts to Retain the NASCAR NEXTEL All-Star Challenge <br />at Lowes Motor Speedway <br /> <br />On behalf of the Cabarrus County Convention and Visitors Bureau (CVE) , <br />the County Manager presented a request for a $20,000.00 contribution from <br />Cabarrus County to help fund the many events planed to maximize the positive <br />impact of the All-Star Challenge and to ensure that it never leaves Cabarrus <br />County. <br /> <br />Mr. Day reported <br />Challenge in the past <br />year's contribution. <br /> <br />the <br />and <br /> <br />Board had contributed <br />that contingency funds <br /> <br />funds for the <br />would be used <br /> <br />All-Star <br />for this <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Chairman Carruth and <br />unanimously carried, the Board voted to place the request for financial <br />support of efforts to retain the NASCAR NEXTEL All-Star Challenge at Lowe's <br />Motor Speedway on the March 20, 2006 Agenda as a Consent item. <br /> <br />Budget Amendment to Appropriate Additional Funds for Tourism Marketing <br />Activities - Convention and visitors Bureau <br /> <br />John Day, County Manager I reported that the Cabarrus County Tourism <br />Authority Board of Directors at its January meeting approved a request to <br />transfer $120,000.00 from reserves to the "Marketing Activities" line item. <br />These funds will be used for a marketing partnership with Lowe's Motor <br />Speedway and website development with CVETV. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place a request by <br />Cabarrus County Convention and Visitors Bureau (CVE) to transfer $120,000.00 <br />from reserves to the "Marketing Activities" line time on the March 20, 2006 <br />Agenda as a Consent item. <br /> <br />Solid Waste Management - Budget Amendment (Additional $20,100 for Solid Waste <br />Maintenance Garage) <br /> <br />Pam Dubois, Deputy County Manager, reported an additional appropriation <br />of $20,100.00 was needed to complete funding for the Solid Waste Maintenance <br />Garage. The additional cost was attributed to the following: construction of <br />a new building pad due to weather related issues; the addition of a well and <br />septic tank; an electric and sewer line extension; and the installation of a <br />two-inch voice data line. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to place the request for an <br />additional $20,100.00 appropriation for the Solid Waste Maintenance Garage on <br />the March 20, 2006 Agenda as a Consent item. <br /> <br />Letter Requesting N.C. Department of Transportation to Make an Exception to <br />Policy and Allow the Placement of Directional Signs for Reed Gold Mine at the <br />I-485 and Albemarle Road (NC 24/27) Interchange <br /> <br />John Day, County Manager, reported Bob Remsburg, Manager of the Reed <br />Gold Mine, had requested a letter of support for the N. C. Department of <br />Transportation (NCDOT) to make an exception to its policy to allow <br />directional signs for Reed Gold Mine to be placed at the 1-485 and Albemarle <br />Road (NC 24/27) interchange. He said NCDOT does not allow directional signs <br />more than 10 miles from an attraction and Reed Gold Mine is 13.6 miles from <br />that interchange. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the request for a <br />letter of support for N. C. Department of Transportation to make an exception <br />to its policy and allow the placement of directional signs for Reed Gold Mine <br />at the 1-485 and Albemarle Road (NC 24/27) interchange. <br />
