<br />March 20, 2006 - Regular Meeting <br /> <br />Page <br /> <br />539 <br /> <br />At the February meeting, the Board directed the County Manager to <br />secure the additional space for the Department of Social Services and execute <br />the appropriate lease. As stated during that meeting, the base rent will be <br />$6.00 per square foot ($16,800.00 annually). Upon approval to proceed, <br />Kannapolis Land, Inc., drafted a lease for the space and presented it to the <br />County for review. The proposed lease included an additional fee to cover <br />the estimated expenses for the common areas, property taxes, and insurance. <br />The first year has been calculated at an additional $132.98 per month. These <br />fees will be adjusted each year. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the Lease between <br />Kannapolis Land, Inc., and Cabarrus County for approximately 2,800 square <br />feet of additional office space for DSS as submitted. Further, the Board <br />authorized the County Manager to execute the Lease on behalf of Cabarrus <br />County, after final review by the County Attorney. <br /> <br />(F-17) Sale of Utility Easement at Pitts School Road Elementary to <br />CTC/Budget Amendment <br /> <br />CTC (Concord Telephone) has requested to purchase a utility easement at <br />pitts School Road Elementary School for the placement of telephone <br />facilities. The Cabarrus Board of Education reviewed the request, including <br />the price of $3,000.00, and consented to the sale of the easement, pending <br />final approval from the Board of Commissioners. The Board of Education <br />requested the sale proceeds be returned to Cabarrus County Schools to fund <br />capital requests for the Pitts School Road Elementary School. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the sale of a utility <br />easement at pitts School Road Elementary to CTC for $3,000.00 and authorized <br />the County Manager to execute the easement. Vice Chairman <br />Juba provided contact information for the local League. She explained the <br />League is a non-profit organization that works to educate citizens through <br />participation in government and the issues that affect their lives. <br /> <br />(G) NEW BUSINESS <br /> <br />(G-1) HOME Program Public Meeting - 6:30 p.m. <br /> <br />Kelly Sifford, Community Development Manager, presented information on <br />the HOME Program, a housing rehabilitation program for low-income, elderly <br />and/or disabled persons. She reported program funds totaling $135,717.00 <br />would be used for administration and housing rehabilitation activities. AS <br />conditions of the grant, Cabarrus County is required to provide a 25 percent <br />match and hold two public hearings. The first public hearing was held on <br />February 20, 2006. <br /> <br />At 7: 40 p. m., Chairman Carruth opened the public hearing and asked if <br />anyone wished to address the Board regarding the HOME Program.
