March 20, 2006 - Regular Meeting Page 539 At the February meeting, the Board directed the County Manager to secure the additional space for the Department of Social Services and execute the appropriate lease. As stated during that meeting, the base rent will be $6.00 per square foot ($16,800.00 annually). Upon approval to proceed, Kannapolis Land, Inc., drafted a lease for the space and presented it to the County for review. The proposed lease included an additional fee to cover the estimated expenses for the common areas, property taxes, and insurance. The first year has been calculated at an additional $132.98 per month. These fees will be adjusted each year. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved the Lease between Kannapolis Land, Inc., and Cabarrus County for approximately 2,800 square feet of additional office space for DSS as submitted. Further, the Board authorized the County Manager to execute the Lease on behalf of Cabarrus County, after final review by the County Attorney. (F-17) Sale of Utility Easement at Pitts School Road Elementary to CTC/Budget Amendment CTC (Concord Telephone) has requested to purchase a utility easement at pitts School Road Elementary School for the placement of telephone facilities. The Cabarrus Board of Education reviewed the request, including the price of $3,000.00, and consented to the sale of the easement, pending final approval from the Board of Commissioners. The Board of Education requested the sale proceeds be returned to Cabarrus County Schools to fund capital requests for the Pitts School Road Elementary School. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved the sale of a utility easement at pitts School Road Elementary to CTC for $3,000.00 and authorized the County Manager to execute the easement. Further, the Board adopted the following budget amendment: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF COMMERCE/CONSTRUCTION STANDARDS AMOUNT: $3,000.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: Appropriate funds that will be received from CTC to pitts School Road Elementary School. Vice Chairman Juba provided contact information for the local League. She explained the League is a non-profit organization that works to educate citizens through participation in government and the issues that affect their lives. (G) NEW BUSINESS (G-1) HOME Program Public Meeting - 6:30 p.m. Kelly Sifford, Community Development Manager, presented information on the HOME Program, a housing rehabilitation program for low-income, elderly and/or disabled persons. She reported program funds totaling $135,717.00 would be used for administration and housing rehabilitation activities. AS conditions of the grant, Cabarrus County is required to provide a 25 percent match and hold two public hearings. The first public hearing was held on February 20, 2006.
