Mr. Day also asked Rich <br />Koch, Acting County Attorney, to comment on a possible appeal of the County's <br />Conditional Use Permit (CUP) that was approved by the Concord Planning and <br />Zoning Commission. <br /> <br />Mr. Koch reviewed the appeal process and the period during which an <br />appeal may be filed. He reported the appeal, if filed, would be heard by the <br />Concord City Council. Mr. Koch reported he had not been made aware that any <br />appeal had been submitted as of the close of business on this date. <br /> <br />Chairman Carruth requested a comparison report of the Brunswick County <br />jail facilities. <br /> <br />Commissioner Carpenter reported the $60 million dollar price tag of the <br />Law Enforcement Center was in the ballpark based on conversations with other <br />members of the National Association of Counties (NACo) Public Safety Steering <br />Committee. She asked Commissioner Privette to share the information he had <br />received from Mr. Harkins. <br /> <br />(E-3) Update on Illegal Immigration Resolution <br /> <br />commissioner Privette inquired if a committee had been appointed to <br />study the illegal immigration issues that were discussed at the January 2006 <br />meeting. This committee was to be similar to the committee appointed in <br />Charlotte by Mayor McCrory. <br /> <br />John Day, County Manager, reported the Board directed him to meet with <br />the cross-cutting issues study group (Social Services Director, Aging <br />Director, Cabarrus Health Alliance Director, piedmont Behavioral Healthcare <br />Area Director, and Cabarrus County and Kannapolis City School <br />Superintendents) to consider the possible membership of a task force such as <br />the one in Charlotte. He said the study group had met only once since the <br />Board's directive and that meeting ended hastily without completing its <br />Agenda. He said the group tried to meet in March, but were unsuccessful. <br />possible meeting dates for April were sent out and the group may be able to <br />meet during the second week of April. However, he reported it was very <br />difficult to get this group together and that he had no direct control over <br />the attendees except the Director of Aging. <br /> <br />vice Chairman Juba encouraged Board Members to attend a workshop <br />entitled, uThe Changing Face of the New South Latinos in the Greater <br />Charlotte Region". The one-day workshop will be held on April 24th at the <br />University of North Carolina Charlotte Urban Institute. <br /> <br />Commissioner Carpenter commented on the new pilot program implemented <br />by the Mecklenburg County Sheriff's Department on illegal immigrants. She <br />said she discussed the program with Sheriff Riley and learned Cabarrus County <br />was already doing many of the same tasks as the pilot program. Further, she <br />commented on the number of immigration bills currently being considered by <br />Congress. She reported a group of mayors, commissioners, etc., from across <br />the country was looking at the immigration problem, including what can be <br />done at the local level and the possibility of federal reimbursements for <br />local funds spent on illegal immigrants. <br /> <br />The Board asked Chief Deputy Paul Hunt how many illegal immigrants were <br />currently in the Cabarrus County Jail. <br /> <br />Chief Deputy Hunt stated he could not say how many illegal immigrants <br />were currently in the Jail. He reported on processes that are followed, <br />including contact with Immigration and Naturalization Services (INS), when <br />immigrants from any country are convicted of a felony. He also commented on <br />the difficult and lengthy process of determining if someone was an illegal <br />immigrant and the increasing problem with gangs. <br /> <br />Commissioner Privette asked Chief Deputy Hunt for a report on the <br />number of illegal aliens in the Cabarrus County Jail. <br /> <br />(F) CONSENT AGENDA <br /> <br />(F-l) Tax Refund and Release Reports - February 2006 <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the February 2006 <br />Release - Refund Report as submitted by J. Brent Weisner, Tax Administrator, <br />and authorized the Tax Collector to process the refunds and releases. <br />
