<br />March 20, 2006 - Regular Meeting <br /> <br />Page <br /> <br />532 <br /> <br />Bramlett stated the Furr and Boger elementary schools should be built <br />concurrently and in addition to the Odell replacement school. She asked that <br />the Board find the extra funds to provide the additional $11.6 million <br />requested by Cabarrus Schools to cover rising construction costs and extra <br />students. <br /> <br />Reverend Dennis Briggs of Concord read Matthew 6: 33. He reported he <br />was asked by the Sheriff's Department to leave the Concord Public Library. <br />He stated he had done nothing wrong and asked the Board to investigate the <br />matter. Further I Rev. Briggs commented on the following issues: a prior <br />trespassing charge, the cost to have his record expunged, and eviction from <br />an apartment without being allowed to get his personal property. He asked <br />the Board to investigate the aforementioned items. <br /> <br />With there being no one else to address the Board, Chairman Carruth <br />closed that portion of the meeting at 7:05 p.m. <br /> <br />(E) OLD BUSINESS <br /> <br />(E-l) Public Comment Period Policy <br /> <br />Chairman Carruth commented on his earlier proposals regarding a public <br />comment period policy. Stating it had never been his intent to infringe on <br />anyone's free speech, he presented a new proposal entitled "Townhall <br />Cabarrus" and reviewed the differences between the current policy and <br />proposed policy. <br /> <br />Townhall Caharrus <br /> <br />1. In the interest of hearing from our citizens, the following <br />changes are proposed to our regular monthly BOC meeting: <br /> <br />A. The meeting will begin at 6: 00 PM, with Informal <br />Public Comments. Speakers will sign up as always I <br />using the yellow cards provided. As with the current <br />policy, each speaker will be allotted 3 minutes in <br />which to speak. <br />B. Any speakers not being able to speak prior to 7: 15 <br />will be given the option of speaking at the close of <br />the regular business portion of the meeting, or by <br />speaking at the BOC Agenda Work Session. <br />C. At 7:30 p.m., the regular, video-taped portion of the <br />BOC meeting will begin. If public hearings are held <br />as part of this meeting, then speakers will be <br />recognized from the floor. <br />D. At the conclusion of the regular business session, <br />the public will be allowed to speak, if they filled <br />out a yellow card and were unable to speak due to <br />time constraints. <br /> <br />2. With our Agenda Work Session, which generally occurs on the <br />first Monday of each month, the chair will open the floor <br />for comments from the public at the conclusion of the <br />meeting. The comment period will be held at the conclusion <br />of the meeting due to the early start time of the meeting. <br /> <br />3. Public hearings will continue to be held as they are now. <br /> <br />UPON MOTION of Commissioner Privette, seconded by <br />and unanimously carried, the Board agreed to place <br />Comment Period Policy on the April 2006 Agenda. <br /> <br />Commissioner Freeman <br />the proposed Public <br /> <br />(E-2) Jail Update <br /> <br />Commissioner Privette stated he had received a report from John <br />Harkins, Chief Jail Inspector with the N. C. Division of Facility Services, <br />regarding jail facilities in the state. According to the report, <br />Commissioner Privette said Cabarrus County will have the sixth largest jail <br />in North Carolina with the construction of the proposed facility. He <br />further commented on the difference in cost between Brunswick County's new <br />400-bed jail and administration building at a cost of $14 million and the <br />proposed facilities in Cabarrus County. Commissioner Privette asked the <br />County Manager to provide an update on the Law Enforcement Center. <br /> <br />John Day, <br />amendment to the <br />Manager at Risk, <br /> <br />County Manager, reported there would hopefully be an <br />contract with Turner Construction Company, the Construction <br />on the April Agenda for site preparation and the Jail Annex. <br />
