<br />March 20, 2006 - Regular Meeting <br /> <br />Page <br /> <br />531 <br /> <br />WHEREAS, the Cannon School Varsity Girls Swim Team won the NCISAA State 2A <br />Title with a total of 129.50 points - more than 50 points above the second <br />place team, and <br /> <br />WHEREAS, the Cougars Swim Team enjoyed first place finishes in the 200 medley <br />relay; both 50 and 100-yard freestyles; the 100-yard breaststroke and the <br />400-yard freestyle relay, and <br /> <br />WHEREAS, the Cannon <br />swimming competition <br />conference all season. <br /> <br />School Cougars have won consecutive state titles in <br />for the past three years and were undefeated in their <br /> <br />NOW THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />do hereby proclaim the week of March 20, 2006 as <br /> <br />Cannon School Cougars Week <br /> <br />in Cabarrus County and call upon all citizens to join in saluting each team <br />member of the Varsity Boys Basketball Team and the Varsity Girls Swim Team, <br />Athletic Director and Basketball Coach Ron Johnson, Swim Team Coach Denise <br />Weatherford, and all others associated with the athletic program at Cannon <br />School. <br /> <br />Adopted this 20th day of March, 2006. <br />/s/ Robert W. Horton <br /> <br />Chief Deputy Paul Hunt recognized Sergeant Roger D. Horton <br />retirement. She also personally thanked Sergeant Horton <br />for his service. <br /> <br />Sergeant Horton stated it had been an honor and privilege to work with <br />the Sheriff's Department and to serve the citizens of Cabarrus County. <br /> <br />(C-4) Litter Sweep Spring 2006 <br /> <br />Commissioner Carpenter read a proclamation issued by N. C. Governor <br />Mike Easley proclaiming April 17 - 30, 2006, as "SPRING LITTER SWEEP" time in <br />North Carolina. She urged local residents to participate in the roadside <br />cleanup efforts. <br /> <br />(C-5) Recognition of Commissioner Carpenter on Appointment <br /> <br />Chairman Carruth recognized Commissioner Carpenter on being selected to <br />serve on the Crime, Justice, Terrorism and Substance Abuse Committee of the <br />National Foundation of Women Legislators. <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />6:55 p.m. He stated each speaker would be limited to three minutes. <br /> <br />Bill Smith, resident of 504 Dodge Street, Kannapolis and past President <br />of the Building Industry Association, suggested a stakeholders committee be <br />created to identify and analyze the ten most important issues, including <br />workforce, housing and alternate forms of financing, etc., facing Cabarrus <br />County during the next 10 - 15 years. He said the committee would develop <br />plans/strategies to deal with the issues and regularly report their progress. <br />Secondly, he suggested stakeholders travel to Raleigh to help lobby for <br />alternative forms of financing for local governments. <br /> <br />Dr. Martha Bramlett, resident of Fox Chase Drive, Davidson and parent <br />of a child attending Odell Elementary, asked the Board to stop talking about <br />building the Odell replacement school and start building it.
