He stated JHE plans to <br />relocate its production company from the current site in Concord to a new, <br />larger facility in Harrisburg with an estimated investment of $3 million <br />($2.5 million real estate and $500,000.00 machinery and equipment). Mr. <br />McDaniels said the EDC Board of Directors has recommended approval of the <br />incentive and the Town of Harrisburg has also approved the incentive for JHE. <br />Based on the proposed incentive, he said the company would pay $71,509.48 in <br />County taxes and receive an incentive of $34,606.56. <br /> <br />At 8:44 p.m., Chairman Carruth opened <br />Industrial Development Incentive Grant for JHE <br />Public Hearing Notice was published on April <br />TRIBUNE. <br /> <br />the public hearing on the <br />Production Group, Inc. He said he did not understand why a <br />company moving from Concord to Harrisburg would get an incentive of <br />$34,000.00 and in his opinion granting incentives was like throwing money <br />down a "rat holell. He said it was ridiculous to tax citizens an additional <br />19 percent on one hand and to give corporate welfare to companies on the <br />other. <br /> <br />There was no one else present to address the Board, and Chairman <br />Carruth closed the public hearing. <br /> <br />There was brief discussion on the need to support local businesses. <br />Commissioner Privette stated his objections to the proposed incentive grant. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />with Commissioners Carpenter and Freeman, Vice Chairman Juba and Chairman <br />Carruth voting for and Commissioner Privette voting against, the Board <br />approved the small corporate headquarters grant subject to the negotiation <br />and execution of a definitive agreement between Cabarrus County and JHE <br />Production Group, Inc., as outlined in the Industrial Development Grant <br />Program; and authorized the County Manager and County Attorney to conclude <br />the negotiations and execute the Agreement. <br /> <br />(G-4) Zoning Text Amendment C2006-03 (ZT) - Calculate Average Lot Width - <br />Public Hearing - 6:30 p.m. <br /> <br />Chris Moore, Planner, presented information on Zoning Text Amendment <br />C2006-3(ZT) - Calculate Average Lot Width. He stated the proposed amendment <br />will clear up ambiguity in the Cabarrus County Zoning Ordinance by adding a <br />definition for the calculation of the average lot width. The Planning and <br />Zoning Commission unanimously recommended approval of the text amendment at <br />its March 16, 2006 meeting. <br /> <br />At 8:56 p.m., Chairman Carruth opened the public hearing on Zoning <br />Text Amendment C2006-03(ZT). The Public Hearing Notice was published on April <br />3 and 16, 2006 in THE INDEPENDENT TRIBUNE. <br /> <br />Grace Mynatt of Concord asked if the proposed definition would <br />interfere with developers' plans to build more mixed use developments. <br /> <br />Mr. Moore reported the proposed amendment would not interfere with that <br />type of development. <br /> <br />There was no one else present to address the Board, and Chairman <br />Carruth closed the public hearing. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the following Ordinance amending <br />the Cabarrus County Zoning Ordinance: <br />
