<br />May 1, 2006 - Agenda Work Session <br /> <br />Page <br /> <br />581 <br /> <br />Dennis Testerman, Resource Conservation Specialist with the <br />Cabarrus Soil and Water Conservation District, presented a "Land for Tomorrow <br />Resolution". This Resolution urged the General Assembly to enact legislation <br />authorizing a November 2006 general obligation bond referendum to increase <br />conservation spending in North Carolina by $200 million per year for five <br />years. He reported Cabarrus County has received $4,183,850.00 in grants from <br />the Conservation Trust Funds, much of which was used for Parks and <br />Recreation. <br /> <br />UPON MOTION of Commissioner Privette, seconded by <br />Carpenter and unanimously carried, the Board voted to place <br />Tomorrow Resolution on the May 15, 2006 Agenda as a New Business <br /> <br />Commissioner <br />the Land for <br />item. <br /> <br />Harrisburg Fire Department <br /> <br />Bobby Smith, Emergency Management Director, introduced Chief Bryan Dunn <br />of the Harrisburg Volunteer Fire Department (HVFD). Chief Dunn reported the <br />HVFD Board of Directors met in April and confirmed their vote to consolidate <br />fire protection services with the Town of Harrisburg. A public hearing is <br />scheduled for May 2, 2006 at 7:00 p.m. at the Harrisburg Town Hall. He also <br />proposed the creation of a five-member advisory board with three members <br />appointed from within the Harrisburg town limits and two members appointed by <br />the County Commissioners from the fire district's unincorporated area. <br /> <br />Commissioner Privette commended Chief Dunn on completing a project that <br />had been discussed for seven years. <br /> <br />Commissioner Carpenter questioned the need for an inter-local agreement <br />for fire protection services to maintain equitable fire rates for all <br />Harrisburg residents. <br /> <br />Chief Dunn explained the budget process for the HVFD and the tax rate <br />to be paid by those living within the Town and those in the unincorporated <br />area of Harrisburg. Mr. Smith explained the County would contract with the <br />Town for fire services. <br /> <br />commissioner Carpenter suggested the Board adopt a resolution of <br />support for the consolidation of the fire protection services in Harrisburg. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried the Board voted to place the following items <br />on the May 15, 2006 Agenda: Resolution of support for the consolidation of <br />fire protection services between the Harrisburg Volunteer Fire Department and <br />the Town of Harrisburg and appointments to the Harrisburg Fire Advisory <br />Board. <br /> <br />(G-6) Resolution Supporting <br />Referendum to Fund Construction <br />Facilities <br /> <br />Legislation Authorizing $1 Billion Bond <br />and Repair of Water, Sewer and Storm Water <br /> <br />John Day, County Manager, reported information about the proposed $1 <br />million bond referendum to fund the construction and repair of water, sewer <br />and storm water facilities was presented at the Centralina Council of <br />Governments' delegates meeting in April. This Resolution requested the <br />General Assembly to hold a $1 billion bond referendum in November 2006. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to place the 2006 Clean Water Bond <br />Resolution on the May 15, 2006 Agenda as a New Business item. <br /> <br />Construction Standards Division - Addition of Four Inspector positions <br /> <br />Jonathan Marshall, Commerce Director, reported four additional <br />inspectors are needed to handle the increase in the number of inspections and <br />to reduce the ratio of inspectors to inspections as recommended by the <br />Department of Insurance. He said the additional inspectors (two building <br />inspectors, one plumbing inspector and one electrical inspector) will allow <br />the inspectors to do a more thorough job. Inspection services are mandated <br />by State statute and are a fee supported service. Mr. Marshall estimated the <br />cost for the additional inspectors to be $15,000.00 for the remainder of FY <br />2006 and $160,000.00 annually. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board voted to place the request for four <br />additional inspector positions for the Construction Standards Division on the <br />May 15, 2006 Agenda as a Consent item. <br />
