<br />May IS, 2006 - Regular Meeting <br /> <br />Page <br /> <br />585 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners I Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 15, 2006, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br /> <br />Also present were John <br />County Attorney; Frankie F. <br />Deputy Clerk to the Board. <br /> <br />D. Day, County Manager; Richard M. Koch, Acting <br />Bonds, Clerk to the Board; and Kay Honeycutt, <br /> <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br /> <br />Boy Scout <br />Flag ceremony. <br />Stephen Johnson <br /> <br />Troup 222 of Harrisburg United Methodist Church conducted the <br />Scouts participating in the ceremony were: Camden Willeford, <br />and Michael Messina. <br /> <br />Dr. Jim Harris of Memorial Baptist Church gave the invocation. <br /> <br />(A) APPROVAL OF CORRECTION OF MINUTES <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the minutes of February 20, 2006 <br />(Regular Meeting), March 13, 2006 (Agenda Work Session), March 20, 2006 <br />(Regular Meeting), March 21, 2006 (Recessed Meeting), and March 22, 2006 <br />(Recessed Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />Chairman Carruth read the following list of requested changes to the <br />Agenda: <br /> <br />Supplemental Information: New Business Item G-l - Draft Incentive Grant <br />Agreement (Haas CNC Racing, Inc./Ivey Cline Development) <br /> <br />Addition: New Business Item G-10 - Request for Additional Funds for <br />Construction of Building 3000 at the South Campus of Rowan-Cabarrus <br />Community College and Related Budget Amendments <br /> <br />UPON MOTION of Vice <br />and unanimously carried, <br />changes. <br /> <br />Chairman Juba, seconded by Commissioner Carpenter, <br />the Board approved the Agenda with the requested <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(None) <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />6:39 p.m. He stated each speaker would be limited to three minutes. <br /> <br />Marilyn Barnhardt of Wabash Lane in Concord commented on a recent <br />newspaper advertisement entitled "Celebrate Cabarrus" that highlighted an <br />event outside Cabarrus County. She said the Cabarrus Visitors Bureau was <br />promoting out-of-town events and should only be promoting events held in <br />Cabarrus County. <br /> <br />Celeste Montgomery, resident of NC 73 East, objected to plans to build <br />new houses near her home and stated "we do not need any more houses on <br />Highway 73". She reported numerous wrecks on the highway and questioned the <br />use of septic tanks to serve the new homes. Finally I she said she cannot <br />afford additional property taxes. <br /> <br />Jim Rothwell, resident of 575 Dogwood Street, stated concerns about the <br />increasing cost of the jail and the financing of the project. He stated the <br />voters should have the opportunity to vote on the use of General Obligation <br />Bonds and stated Certificates of Participation carry a higher interest rate. <br />He requested the amount of the County's fund balance for the last five years <br />and the year-end projection for FY 2006. Mr. Rothwell questioned the County's <br />ability to pay its debts and the ability and willingness of the taxpayers to <br />continue to pay increasingly higher taxes.
