<br />RESOLUTION SUPPORTING STATE
<br />ASSUMPTION OF COUNTY SHARE OF MEDICAID
<br />
<br />WHEREAS, Cabarrus County pays almost six million dollars of its annual
<br />expenditures for services to Medicaid eligible citizens; and
<br />
<br />WHEREAS, the county's share of Medicaid reimbursements has increased
<br />over sixty-six percent (66%) in the last six (6) years and now totals five
<br />million, nine hundred thirty-seven thousand, four hundred seventeen dollars
<br />($5,937,417); and
<br />
<br />WHEREAS, North Carolina is the only state in the nation that requires
<br />counties to pay a share of all Medicaid services costs; and
<br />
<br />WHEREAS, in Cabarrus County there exists a population of 158,903
<br />citizens. Three cents ($.03) of our current tax rate is consumed by Medicaid
<br />costs. The per capita cost of Medicaid is thirty-seven dollars and 37/100
<br />($37.37). Out of our population of 158,903, a total of 17,093 persons, 10.8%
<br />of our citizens, are Medicaid eligible.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of
<br />Commissioners urges the North Carolina General Assembly to provide immediate
<br />Medicaid relief to Cabarrus County and all counties of North Carolina; and
<br />
<br />BE IT FURTHER RESOLVED that copies of this resolution be transmitted to
<br />all members of the General Assembly and other County Commission Board Chairs.

<br />(G-3) Contract Agreement for Cleaning, Grading &. Erosion Control at Pharr
<br />Mill Road Park and Related Budget Amendment
<br />
<br />On April 10, 2006, Solid Waste Director Rick Payne informed the Parks
<br />and Recreation Department that the Solid Waste Department would be unable to
<br />perform the clearing, grading, erosion control construction at the Pharr Mill
<br />Park project due to the increased workload from the demolition of the former
<br />pillowtex buildings.
<br />
<br />Steve Little, Parks and Recreation Director, reported the overall low
<br />bidder for the project was Ike's Construction, Inc., at $100,748.00 (plus
<br />$1,451.00 bonding fee). Since the item was presented at the May work session,
<br />Mr. Little stated it was determined that a new agreement, rather than a
<br />change order, was needed with Ike' s Construction, Inc. This had caused a
<br />slight increase in the bonding fee.

<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman
<br />and unanimously carried, the Board approved the contract agreement with Ike's
<br />Construction, Inc., in the amount of $102,199.00 for clearing, grading, and
<br />erosion control services at Pharr Mill Road Park and authorized the County
<br />Manager to execute the Agreement on behalf of Cabarrus County. Further, the
<br />Board adopted the following budget amendments:

<br />AMOUNT: $102,199.00
<br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds
<br />PURPOSE OF REQUEST: Funds are needed for clearing/grading/erosion control
<br />construction at the Pharr Mill Park project. This portion of the project was
<br />scheduled to be completed in-house at no cost; however this will not be
<br />possible due to workload volume. The County obtained estimates for this
<br />portion of the project and requests unused COPS Interest funds on the
<br />Sheriff's Office and Detention Center to cover these unforeseen needs.
