<br />May 15, 2006 - Regular Meeting <br /> <br />Page <br /> <br />604 <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PARKS AND RECREATION <br />AMOUNT: $102,199.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Funds are needed for clearing/grading erosion control <br />construction at the Pharr Mill Park project. This portion of the project was <br />scheduled to be completed in-house at no cost; however this will not be <br />possible due to workload volume. The County obtained estimates for this <br />portion of the project and requests unused COPS Interest funds on the <br />Sheriff's Office and Detention Center to cover these unforeseen needs. Trust Fund Project (PARTF) - Pharr Mill <br /> <br />Revised Budget <br />$4,461,754.00 <br /> <br />$551,100.00 <br /> <br />$551,099.00 <br /> <br />(8-4) Resolution Supporting Harrisburg Volunteer Fire Department and the <br />Town of Harrisburg in Their Kerger to Provide MUnicipal Fire Services <br /> <br />Bobby Smith, Emergency Management Director, reported the Board, at its <br />May Agenda Work Session, requested a Resolution supporting the merger between <br />the Harrisburg Volunteer Fire Department and the Town of Harrisburg to <br />provide municipal fire services. <br /> <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following Resolution: <br /> <br />Resolution No. 2006-09 <br /> <br />RESOLUTION SUPPORTING THE MERGER OF THE HARRISBURG VOLUNTEER FIRE DEPARTMENT <br />AND THE TOWN OF HARRISBURG TO PROVIDE MUNICIPAL FIRE SERVICES <br /> <br />WHEREAS, Cabarrus County is committed to providing efficient and <br />effective fire protective services to the citizens of Cabarrus County; <br /> <br />WHEREAS, the Harrisburg Volunteer Fire Department <br />standing provider of emergency services to the citizens <br />Fire District and surrounding districts, providing fire, <br />rescue and other specialized emergency services; <br /> <br />has been a long- <br />in the Harrisburg <br />emergency medical, <br /> <br />WHEREAS, the Harrisburg Volunteer Fire Department's members are <br />certified in all required areas of fire and rescue provision and have met the <br />requirements of the National Incident Management System; <br /> <br />WHEREAS, the Town of Harrisburg and the Harrisburg Fire Department have <br />agreed to merge the fire department operations under the Town of Harrisburg <br />to provide municipal fire services as authorized by NC General Statute 160A- <br />291; <br /> <br />WHEREAS, the <br />Department desire <br />representation from <br />district to provide <br /> <br />Town of Harrisburg and the Harrisburg Volunteer <br />to appoint a 5-member Fire Advisory Board <br />the incorporated and unincorporated portions of the <br />support during this transition to a municipal service; <br /> <br />Fire <br />with <br />fire <br /> <br />WHEREAS, the County's ability to contract with this municipality to <br />provide fire protective services in the unincorporated portion of the <br />Harrisburg Fire District is beneficial to the citizens and the county by <br />providing paid personnel 24 hours a day to respond to emergency situations; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby proclaim support for the merger of the Harrisburg <br />Volunteer Fire Department and the Town of Harrisburg to provide municipal <br />fire services and its creation of a Fire Department Advisory Board. <br /> <br />Signed this date: May 15, 2006 <br /> <br />/s/ Robert W.
