May 15, 2006 - Regular Meeting Page 604 BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF PARKS AND RECREATION AMOUNT: $102,199.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: Funds are needed for clearing/grading erosion control construction at the Pharr Mill Park project. This portion of the project was scheduled to be completed in-house at no cost; however this will not be possible due to workload volume. The County obtained estimates for this portion of the project and requests unused COPS Interest funds on the Sheriff's Office and Detention Center to cover these unforeseen needs. This budget amendment appropriates the transfer into the Capital Projects Fund. Trust Fund Project (PARTF) - Pharr Mill Revised Budget $4,461,754.00 $551,100.00 $551,099.00 (8-4) Resolution Supporting Harrisburg Volunteer Fire Department and the Town of Harrisburg in Their Kerger to Provide MUnicipal Fire Services Bobby Smith, Emergency Management Director, reported the Board, at its May Agenda Work Session, requested a Resolution supporting the merger between the Harrisburg Volunteer Fire Department and the Town of Harrisburg to provide municipal fire services. UPON MOTION of Chairman Carruth, seconded by Commissioner Carpenter and unanimously carried, the Board adopted the following Resolution: Resolution No. 2006-09 RESOLUTION SUPPORTING THE MERGER OF THE HARRISBURG VOLUNTEER FIRE DEPARTMENT AND THE TOWN OF HARRISBURG TO PROVIDE MUNICIPAL FIRE SERVICES WHEREAS, Cabarrus County is committed to providing efficient and effective fire protective services to the citizens of Cabarrus County; WHEREAS, the Harrisburg Volunteer Fire Department standing provider of emergency services to the citizens Fire District and surrounding districts, providing fire, rescue and other specialized emergency services; has been a long- in the Harrisburg emergency medical, WHEREAS, the Harrisburg Volunteer Fire Department's members are certified in all required areas of fire and rescue provision and have met the requirements of the National Incident Management System; WHEREAS, the Town of Harrisburg and the Harrisburg Fire Department have agreed to merge the fire department operations under the Town of Harrisburg to provide municipal fire services as authorized by NC General Statute 160A- 291; WHEREAS, the Department desire representation from district to provide Town of Harrisburg and the Harrisburg Volunteer to appoint a 5-member Fire Advisory Board the incorporated and unincorporated portions of the support during this transition to a municipal service; Fire with fire WHEREAS, the County's ability to contract with this municipality to provide fire protective services in the unincorporated portion of the Harrisburg Fire District is beneficial to the citizens and the county by providing paid personnel 24 hours a day to respond to emergency situations; NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners does hereby proclaim support for the merger of the Harrisburg Volunteer Fire Department and the Town of Harrisburg to provide municipal fire services and its creation of a Fire Department Advisory Board.
