<br />June 5, 2006 - Agenda Work Session/Recessed Meeting <br /> <br />Page <br /> <br />628 <br /> <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session/Recessed Meeting in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 5, 2006, at <br />3:30 p.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br /> <br />Also present were John <br />County Attorney; Frankie F. <br />Deputy Clerk to the Board. <br /> <br />D. Day, County Manager; Richard M. Koch, Acting <br />Bonds, Clerk to the Board; and Kay Honeycutt, <br /> <br />Chairman Carruth called the meeting to order at 3:41 p.m. <br /> <br />Commissioner Privette gave the invocation. <br /> <br />Cabarrus County Property Tax Assistance Grant <br /> <br />John Day, County Manager, presented a participation summary of the <br />Property Tax Assistance Grant Program that was established by the Board for <br />the 2005 tax year. Approximately 21 property owners participated in the <br />grant program last year with a total grant award of $5,013 .23. He said the <br />Board agreed to review the program annually and decide whether or not to <br />continue the program. <br /> <br />There was a brief discussion on the program's income eligibility <br />requirements. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the Cabarrus <br />County Property Tax Assistance Grant on the June 19, 2006, Agenda as an Old <br />Business item. <br /> <br />Employee Health Clinic <br /> <br />Johanna Ray, Health and Wellness Coordinator, presented a <br />recommendation for NorthEast Medical Center (NEMC) to staff the Cabarrus <br />County Employee Health Clinic (EHC). Five healthcare agencies submitted a <br />response to the Request for Proposals that was issued. MS. Ray recommended <br />NEMC staff the EHC at 40 hours per week at a cost of $126,500.00 for Year 1, <br />$136,164.60 for Year 2 and $147,057.76 for Year 3. By selecting NEMC, she <br />said Cabarrus County will be able to take advantage of the electronic medical <br />records within NorthEast's Physician Network and Medical Center. Also, Ms. <br />Ray stated this would allow for continuity of care if the patient is seen at <br />the EHC or another NEMC physician's office and is admitted to the hospital. <br /> <br />John Day, County Manager, estimated the projected savings to be in <br />excess of $400,000.00 for the first year. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board voted to place the selection of NorthEast <br />Medical Center as the medical provider for the Employee Health Clinic on the <br />June 19, 2006 Agenda as a Consent item. <br /> <br />industrial incentive Grant Request - Fanz Enterprises, inc. <br /> <br />Ryan McDaniels, Director of Cabarrus Economic Development Corporation <br />(EDC), presented an Incentive Analysis Overview for Fanz Enterprises, Inc., <br />which is currently located in Mooresville with one employee. He reported the <br />race team plans to relocate to Concord and add an 11,000 square foot <br />mezzanine to an existing facility located on Westmoreland Drive NE. The <br />projected investment is $7.7 million ($5 million real estate and $2.7 million <br />equipment) and 60 additional jobs are to be created. The company qualifies <br />for a Level 1 Incentive Grant at 65 percent for a four-year period. <br /> <br />Mr. McDaniels responded to questions regarding the creation of new jobs <br />and the annual average wage for company employees. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board scheduled a public hearing to <br />consider an incentive grant request by Fanz Enterprises, Inc., on June 19, <br />2006 at 6:30 p.m. <br />
