<br />June 5, 2006 - Agenda Work Session/Recessed Meeting <br /> <br />Page <br /> <br />629 <br /> <br />Economic Recovery Grant Close Out Public Hearing <br /> <br />Kelly Sifford, Community Development Manager, reported the County <br />received $180,000.00 for an Economic Recovery Grant from the N. C. Department <br />of Commerce to provide an economic recovery plan in the wake of the Pillowtex <br />closing. A plan that included recommendations on land uses, marketing, job <br />retraining, etc., was completed by Leak Goforth and submitted to the County. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board scheduled a public hearing to <br />close-out the Economic Recovery Grant on June 19, 2006 at 6:30 p.m. <br /> <br />Northwest Water and Sewer Fee <br /> <br />Jonathan Marshall, Commerce Director, provided an update on the <br />Northwest Water and Sewer Fee. He presented the following three options to <br />fulfill Item No. 7 of the settlement agreement between Cabarrus County, the <br />City of Concord and the Water and Sewer District of Cabarrus County: <br /> <br />1. Eliminate the fee effective July 1, 2006. <br />2. Use a portion of the collected fees to reimburse County expenses <br />for off-site water line improvements that were completed as part <br />of the Cox Mill Elementary construction project (approximately <br />$200,000.00) . <br />3. Develop priorities for the expenditure of the remaining funds to <br />comply with the settlement agreement. The funds must be expended <br />within the area in which they were collected. <br /> <br />Mr. Marshall responded to a number of questions, <br />the fee, the reimbursement for the improvement to Cox <br />possible options for expending the remaining funds. <br /> <br />including purpose of <br />Mill Elementary and <br /> <br />UPON MOTION of Commissioner Privette, seconded by vice Chairman Juba <br />and unanimously carried, the Board voted to place the Northwest Water and <br />Sewer Fee on the June 19, 2006 Agenda as a New Business item. <br /> <br />update - Adequate Public Facilities Ordinance <br /> <br />Jonathan Marshall, Commerce Director reported on the progress made to <br />update the Adequate Public Facilities Ordinance (APFO), including drafting an <br />amendment, holding a public hearing and meeting with the Cabarrus County and <br />Kannapolis City School Boards. He reported Tischler-Bise, a consultant, is <br />working to update the 1996 study, Capi tal Costs Due to Growth in Cabarrus <br />County, which has been used as the basis for determining the required value <br />of mitigation to address public facility inadequacy. He reported work is <br />also ongoing with the University of North Carolina at Charlotte to develop a <br />better modeling system to produce better estimates of student population. <br />He estimated both projects should be completed within three to four months. <br />In terms of adopting the actual ordinance amendment, he said the Board could <br />wait for the Tischler study to be updated or the ordinance amendment could be <br />adopted now and amended later. <br /> <br />There was a brief discussion on including emergency management, fire <br />protection and roads in the APFO. Mr. Marshall explained that traffic <br />related issues are addressed through the Traffic Impact Analysis and text is <br />being completed to set the level of service for emergency management and fire <br />protection. <br /> <br />There was general consensus to wait until the report is received from <br />Tischler-Bise prior to voting on the revised APFO. <br /> <br />Offer to Purchase Property Adjoining Lake Don T. Howell that is Jointly Owned <br />by Cabarrus County and the Water & Sewer Authority of Cabarrus County <br /> <br />Jonathan Marshall, Commerce Director, reported the Water and Sewer <br />Authority of Cabarrus County (WSACC) at its May 18th meeting reviewed the <br />proposed sale of property (the "Patterson" property Pin # 4681977698) <br />jointly owned by Cabarrus County and WSACC. The WSACC Board, by a unanimous <br />vote of attending members, voted in opposition to the sale of the property. <br />He said the individuals who requested the sale attended the WSACC meeting and <br />are aware of the decision. <br /> <br />Request to Change Planning and Zoning Fee Schedule <br /> <br />Susie Zakraisek, Planning and Zoning Manager, identified the following <br />reasons for requesting fee increases or the establishment of new fees in the <br />
