<br />June 19, 2006 - Regular Meeting <br /> <br />Page <br /> <br />637 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 19, 2006, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br /> <br />Also present were John <br />County Attorney i Frankie F. <br />Deputy Clerk to the Board. <br /> <br />D. Day, County Managerj Richard M. Koch, Acting <br />Bonds, Clerk to the Board; and Kay Honeycutt, <br /> <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br /> <br />Girl Scout Troup 1426 of Westford United Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were: Trisha Feather <br />and Stephanie Henderson. <br /> <br />Pastor Randy L. Wall of Cold Springs United Methodist Church gave the <br />invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of April 3, 2006 <br />(Agenda Work Session), April 17,2006 (Regular Meeting) and May 1,2006 <br />(Agenda Work Session) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />Chairman Carruth asked John Day, County Manager, to briefly review the <br />following additions to the Consent Agenda: (F-33) Fourth Amendment to <br />Purchase and Sale Agreement with Allen Craven, LLC for the Purchase of the <br />Former Cabarrus Bank/First Union Building; (F-34) Contract for the 2006-2007 <br />HOME Program; and (F-35) Lease and Agency Agreement between Cabarrus County <br />and Cabarrus County Board of Education nunc pro tunc as of July 1, 2005 for <br />the C. A. Furr Elementary, Charles E. Boger Elementary and Hickory Ridge High <br />Schools. <br /> <br />Commissioner Carpenter stated supplemental information regarding the <br />appointments to the Public Health Authority had been provided to the Board. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the Agenda with the requested <br />changes. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Recognition of James F. Cook, Jr., Director of Social Services, on His <br />Retirement <br /> <br />Chairman Carruth recognized social Services Director Jim Cook who <br />retire on June 30, 2006 after 22 years of service to Cabarrus County. <br />employment with the Department of Social Services began on May 14, 1984. <br /> <br />will <br />His <br /> <br />On behalf of the Board, Commissioner Privette presented Mr. Cook with a <br />plaque in appreciation for his many years of service to Cabarrus County. <br /> <br />Mr. Cook accepted the plaque and thanked the Board for their support <br />over the years. <br /> <br />Board members expressed their appreciation for a job well done and <br />extended best wishes to Mr. Cook. <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />7:00 p.m. He stated each speaker would be limited to three minutes. <br /> <br />Carl Tyson III, 329 Windrose Lane, Concord, said he likes to do <br />research over the Internet and he found a good website at www.dictionary.com. <br />Mr. Tyson defined the following words: legacy, heritage, ethics, Code of <br />Ethics, unethical, conflict, and stinks.
