<br />June 19, 2006 - Regular Meeting <br /> <br />Page <br /> <br />654 <br /> <br />road, the location of which has been indicated on the attached map, be <br />abandoned from the Secondary Road System; and <br /> <br />WHEREAS, the Board of Commissioners is of the opinion that the above <br />described road should be abandoned from the Secondary Road System, if the <br />road meets minimum standards and criteria established by the Division of <br />Highways of the Department of Transportation and Highway Safety for the <br />abandonment of roads from the System. <br /> <br />NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of the <br />County of Cabarrus that the Division of Highways is hereby requested to <br />review the above described road and to cease maintenance of same road if it <br />meets established standards and criteria. <br /> <br />Adopted this the 19th day of June, 2006 <br />/s/ Robert W. Bonds, Clerk to the Board <br /> <br />(Note: The petition and map are on file in the Office of the County <br />Manager. ) <br /> <br />(F-24) Reimbursement of Sheriff's Office and Detention Center Cost by Debt <br />Financing - Rescind Action of December 28, 2004 <br /> <br />On December 28, 2004, the Board of Commissioners voted unanimously to <br />borrow $1,744,322.00 from the County's General Fund for the Sheriff's Office <br />and Detention Center Project and to reimburse the County's Capital Reserve <br />Fund upon financing of the Project. Since the County's practice has been to <br />fund this project to date with current funds and not debt service, it was <br />requested that this decision be reversed. This will aid in reducing the <br />overall debt service of the project. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to rescind the action of <br />December 28, 2004, regarding the reimbursement of $1,744,322.00 to the <br />Capital Reserve Fund. <br /> <br />(F-25) <br />County <br /> <br />Amendment to General <br />and Turner Construction <br /> <br />Conditions <br /> <br />of <br /> <br />the Contract between Cabarrus <br /> <br />Ware Bonsall Architects suggested changes to five items in the General <br />Conditions of the contract between Cabarrus County and Turner Construction <br />for the Sheriff's Office and Detention Center construction project. All <br />parties and the County Attorney agree to these changes. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the uArnendment to the <br />General Conditions of the Contract between Cabarrus County, as Owner and <br />Turner Construction Company, as Construction Manager at Risku and authorized <br />the County Manager to execute the Amendment. <br /> <br />(F-26) <br />Bonds <br /> <br />Revised Project Ordinance - $98 Million General Obligation School <br /> <br />Two changes are suggested to the Capital Project Ordinance of the $98 <br />Million General Obligation School Bonds. Section 10 of the Capital Project <br />Ordinance has been revised to give the County Manager authority to transfer <br />amounts between contingency funds only after appropriate change orders have <br />been approved by the school systems. Section 10 (d) has been removed as the <br />requirement for Commissioner approval of change orders is not applicable for <br />GO Bonds. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the revised Project <br />Ordinance for the $98 Million General Obligation School Bond Fund. <br /> <br />Revised <br /> <br />Ordinance No. 2006-11 <br /> <br />$98 MILLION GENERAL OBLIGATION SCHOOL BOND <br />CAPITAL PROJECT ORDINANCE <br />
