<br />(G-l) Economic Recovery Grant Close-Out Public Hearing - 6,30 p.m.

<br />Kelly Sifford, Community Development Manager, reported Cabarrus County
<br />received $180,000.00 for an Economic Recovery Grant through the North
<br />Carolina Department of Commerce. She stated the initial plan was to evaluate
<br />the former pillowtex sites and determine how those sites could be reused.
<br />However, shortly after the process began, David Murdock announced plans for
<br />the development of the pillowtex property. Ms. Sifford said the County had
<br />then requested permission from the State to do an evaluation of the County's
<br />entire infrastructure for economic development and prepare a more generalized
<br />plan. The consulting firm, Leak Goforth Company, LLC, had developed a plan
<br />that included recommendations on land uses, marketing, job retraining
<br />opportunities, etc. Finally, Ms. Sifford reported all grant funds had been
<br />expended and a public hearing was required to close out the grant.

<br />Ryan McDaniels, Director of Cabarrus Economic Development Corporation
<br />(EDC), presented a request by Fanz Enterprises, Inc., for a Level 1 incentive
<br />grant pursuant to the Industrial Development Incentive Grant program
<br />guidelines effective January 1, 2004. The company plans to locate a NASCAR
<br />Nextel Cup Race Team/facility in Concord and create 60 new jobs plus the one
<br />employee currently located outside the County. Also, the company plans to
<br />construct an 11,387 square foot mezzanine onto an existing building on
<br />Westmoreland NE with a projected investment of approximately $7.7 million ($5
<br />million real estate and $2.7 million machinery and equipment). Mr. McDaniels
<br />said the EDC Board of Directors recommended approval of the incentive and the
<br />Ci ty of Concord has also approved the incentive for Fanz. Based on the
<br />projected investment and the Level 1 Grant at 65 percent, he said the company
<br />would pay an estimated $179,850.65 in County taxes and receive an incentive
<br />of approximately $71,007.92.

<br />Mr. McDaniels responded to questions pertaining to Fanz Enterprises,
<br />Inc., and the proposed creation of 60 jobs. He said the company expects to
<br />pay an average annual wage of approximately $82,000.00. Further, he pointed
<br />out the incentive grant program is based on the amount of actual investment
<br />by the company.

<br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter
<br />with Chairman Carruth, Vice Chairman Juba and Commissioners Carpenter and
<br />Freeman voting for and Commissioner Privette voting against, the Board
<br />approved a Level 1 incentive grant subject to the negotiation and execution
<br />of a definitive agreement between Cabarrus County and Fanz Enterprises, Inc.,
<br />as outlined in the Industrial Development Incentive Grant Program; and
<br />authorized the County Manager and County Attorney to conclude the
<br />negotiations and execute the Agreement.

<br />(G-3) Fa~land Preservation, Advisory Board Procedures Amendment to
<br />Section 32-28 of the Cabarrus County Code of Ordinances - Public Hearing -
<br />6,30 p.m.

<br />Jonathan Marshall, Commerce Director, reported the Board appointed the
<br />members to the Agricultural Advisory Board at the beginning of a calendar
<br />year. He said the proposed amendment to the Farmland Preservation Ordinance
<br />changes the terminology from a "fiscal" year to a "calendar" year.
